Four Facts and Logical Explanations:
Political activists and whistleblowers are being attacked with electromagnetic weapons (EMW) and used as human guinea pigs in terminal experiments designed to force a suicide, incarceration, or premature death from non-ionizing radiation. This program is a continuation of earlier illegal government programs.
During the Cold War the Department of Defense (DOD) used 500,000 US citizens as experimental subjects in nuclear, biological, and chemical (NBC) weapons development programs. We refer to these all of these crimes against humanity as the human guinea pigs experiments.
During the Cold War the government made hit lists of political activists and waged an undeclared secret war on them. This illegal program was the FBI Counter Intelligence Program or COINTELPRO.
During the Cold War the CIA used Nazi scientists to learn how to control the human mind using drugs, torture, ECT, electromagnetic radiation, and hypnosis. This illegal program was Mind Kontrol ULTRA or MKULTRA.
Today Army intelligence (INSCOM) is accomplishing all three illegal government programs in a single program using the military strategy known as force multiplication. INSCOM is perfecting (EMW) electromagnetic weapons on unwilling people. Human guinea pig experiments.
INSCOM is also neutralizing potential enemies on a hit list, political activists and whistleblowers, by using them as the unwilling subjects of the human experimentation. Cointelpro
Finally, INSCOM is using extreme trauma, sleep deprivation, and other torture techniques delivered by EMW to the targets to further refine the science of behavior modification. MKULTRA
Force multiplication means enfolding all three of the previous illegal government operations, human guinea pig experiments, Cointelpro, and MKULTRA, together with the new electromagnetic weapons (EMW) development program, in short accomplishing all three aims at once.
Political activists that in the past were attacked in a traditional manner are now targeted with EMW. Targeted Individuals (TI’s) fit a common profile just like previous illegal programs. The new technology often leaves no obvious injuries so that driving TI’s to suicide using EMW is plausibly deniable. If the traumatized TI’s retaliate they are incarcerated, if they protest too vehemently they are forcibly institutionalized. The long term effect of non-ionizing radiation is often cancer, heart attack, or similar cause of death that is recorded as natural causes. Murder by heart attack, stroke, or cancer is plausibly deniable, and thus the perfect crime. Army intelligence (INSCOM) is committing crimes against humanity, the same criminal activity for which the WWII Allies executed Nazi scientists.
The case being made is based on Four Facts to avoid confusion, disinformation, and circular arguments that lead nowhere. MKULTRA took place at over 80 institutions and the current program (MONARCH) is equally complex. Four facts are all that’s necessary to convince a reasonable person this atrocity is really taking place and demands immediate action. The name MONARCH has been chosen by the author, the real name is unknown.
ONE: EMW like the active denial system (ADS) and milliwave radars are public weapons. The USSR used EMW to attack the US Embassy in Moscow in the 1950’s. In response the US began a secret crash program to develop microwave weapons.
TWO: Criminal history, a prior pattern of criminal behavior, half a million (500,000) US citizens used as guinea pigs in nuclear, biological, chemical (NBC) weapons programs. Cointelpro government hit lists of activists and MKULTRA behavior modification experiments using torture. All three illegal government programs escaped detection for decades and no perpetrators were ever punished.
THREE: Credible witnesses have testified they are targets of classified EMW and organized stalking. The author has interviewed 200 targets in person. Most TI’s are activists and whistleblowers, about 40 years old, with a high IQ, and other commonalities. The majority fit a common profile similar to victims of previous illegal government programs.
FOUR: Persons of interest, Army intelligence officers who have worked since 1980 to develop EMW for the Army, publicly admired MKULTRA, advocated using EMW on civilians in their homes, moved classified weapons from the DOD to the DOJ and to law enforcement. They promote borderline beliefs as part of a smoke screen cover up.
These are the basic facts reduced to the bare minimum. More evidence is free online in books, films, blogs, government documents, military science papers, EMW scientist’s papers, patents, newspaper and magazine articles, the testimony of experts and witnesses. Four Facts are all that is necessary to prove a preponderance of evidence, enough to convince a reasonable person that these crimes are taking place and must be stopped. When the USSR attacked the US embassy in Moscow with microwave weapons in the 1950's the US began to develop microwave weapons in secret. Today there are public nonlethal microwave weapons like the active denial system (ADS) and milliwave radars, but where are the weapons that kill? The USSR developed microwave weapons that kill by stopping the heart and causing cancer. The US also developed lethal microwave weapons capabilities but kept them secret because if the American people saw human beings killed by heart attack or cancer then they might object to the weapons as immoral and dangerous.
The active denial system (ADS) shoots a tight beam of electromagnetic radiation (95Ghz) that heats your skin to 130 F and feels like you’re touching a red hot iron. It is a pain amplification device engineered not to kill so the public will accept the new weapons. Milliwave radars are see-thru-wall radars used by the military for house to house fighting. They see through building materials and the water in the human body lights up with great definition. The world is now a fish bowl and the American people no longer have privacy even inside their own homes.
If the US had weapons that could kill anyone anywhere without leaving any physical evidence and only a select few knew of their existence, wouldn't they tempted to use them for their own selfish purposes. The power to kill anyone anywhere is an absolute power that corrupts absolutely.
If intelligence agencies have a history of criminal behavior targeting activists and the current targets are activists who testify they are attacked with classified anti-personnel weapons similar to the ADS, shouldn't they be investigated?
During the Cold War the US Army used 500,000 US citizens as guinea pigs for NBC weapons. EMW are the latest and greatest toys coming out of government weapons labs. Do you think they just suddenly stopped at the end of the Cold War? If they could continue without getting caught, wouldn't they be tempted to continue?
If a murderer has tortured and or killed half a million people and got away with it, and then you gave him an EMW that could kill anyone anywhere without the risk of getting caught, what would he do, just stop out of new found sense of morality?
The USSR attacked the US embassy in the 1950's with EMW, and it was kept secret until the 1970's. If the USSR could get away with using EMW against the US, even then the world’s greatest superpower, then what chance would a single individual have against this kind of state sponsored high tech terrorism? The USSR has had EMW for decades that can kill goats at a distance of half a mile. Were the Russians the only ones smart enough to develop EMW? Innocent people are being attacked everyday with EMW in their homes and work places. They are living a nightmare you can’t imagine. EMW attacks employ a decoy and deception strategy making it nearly impossible to tell who is attacking you, or how attacks are being accomplished. If these EMW were public you might believe them, but as it stands now they have no chance.
When KGB agent turned whistleblower Alexander Litvinenko was poisoned with polonium-210 there was a radiation trail that led from Moscow, to London, and back to Moscow. When a TI is murdered using non-ionizing radiation to induce heart attack, stroke, or cancer, there is no physical evidence of foul play, no traces of NBC agents, and no bullet fragments. A murder that is plausibly deniable is the perfect crime. The intelligence agencies have achieved perfect deniability for their crimes.
There are persons of interest in charge of nonlethal microwave weapons development for the Army since 1980 working at weapons labs like Los Alamos where the atomic bomb was invented in secret. These men have expressed admiration for MKULTRA, interest in using EMW to modify human behavior and “neuter people”. They’ve publicly advocated using EMW to attack civilians in their homes, and been instrumental in moving classified military weapons from the DOD to the DOJ. These persons of interest are experts with 45 years of experience in psychological operations (psyop)(Mind War), misdirection, and counter insurgency warfare. Remote Viewing is sold online by Army intelligence officers, in effect saying that for $3,000 we’ll teach you super powers of the mind so you can spy on the Russians in their underground bases or find their submarines hidden at the bottom of the ocean. Should we believe them or be skeptical and look more closely at what they are doing? None of these intelligence officers and government physicists actually believes in apocalyptic death cults or remote viewing. These superstitions are a smoke screen. Superstitions don’t go together with Army weapons development programs. One of these things does not belong with the other. They do go with the concept of the Big Lie used as a smoke screen. The Big Lie was first used for the WWII D-Day invasion. Army intelligence created a fake Army around General Patton to mislead the enemy with fake radio traffic, inflatable tanks, planes, and landing craft. The Nazi high command was so fooled that even weeks after the Normandy invasion they were still holding their Panzer tank divisions in reserve waiting for the real invasion at Calais. The Big Lie was used to cover up the real operation of 8,000 ships and hundreds of thousands of men. It is misdirection on a mass scale to screen a secret plan, a large military operation.
It is important to understand what we are dealing with. J Edgar Hoover had files on Congressmen, and Presidents that detailed their personal lives and made them afraid to fire him. The FBI targeted political activists in Cointelpro. Hoover personally wrote MLK a letter to force him to commit suicide. Hoover's career stretched from 1920's to the 1970's when he died in office. This was unprecedented for one man to control one of the most powerful agencies in government for so long. This is the kind of power we’re faced with, men too powerful to defy, too powerful to cross, or Congressmen and even Presidents might be politically or even physically destroyed. Anyone who commands the power to assassinate people in manner that appears to be a natural cause of death is able to get away with murder. It is the perfect crime. This capability is exactly what we are faced with today, the ability to kill anyone with plausible deniability. If Hoover had access to EMW he would have used them on people like MLK. You would have read one day that MLK had died of heart attack, stroke, cancer, or even suicide. MLK’s movement would have stalled out and died out before it had gained sufficient momentum within society to succeed.
Investigative reporters have independently corroborated these charges. Joint Special Operations Command (JSOC) has a secret weapon, a revolutionary breakthrough in electronic warfare capabilities that will transform how war is waged. They possess a secret weapon that can track and kill anyone in their area of operations, day or night, in any kind of weather. JSOC has a death squad with a hit list carrying out assassinations outside the chain of military command or civilian oversight. These are the same charge made by activists, that they are targeted with classified anti-personnel weapons similar to the ADS.
EMW are referred to as a Revolution in Military Affairs or RMA. This term is very specific terminology used by military scientists. Examples of an RMA are gunpowder and nuclear weapons. The invention of gunpowder meant all previous weapons were suddenly obsolete and a few hundred men armed with cannon and firearms could take over entire nations, turning the military, political, and social structure upside down. If Nazi’s had invented nuclear weapons in 1940 and had 100 atomic bombs, they could have taken over the entire world and put in place a fascist state world government. Today’s battle field weapons are shells and missiles that travel at top speeds of 3,000 miles per hour. EMW and lasers travel at the speed of light (186,000 miles per second) and have demonstrated the ability to destroy shells and missiles in flight.
To understand the current illegal program (MONARCH) it is necessary to understand Cointelpro and MKULTRA. Cointelpro targets were the civil rights, anti-war, environmental, and women's movements. Infiltration and psychological operations probably began in the 1950's. The theory of counter insurgency operations dictates that infiltration and “psyop” be used against dissident groups in “normal times,” before any mass movement can develop. This means an undeclared war must be waged on civil society, namely people trying to bring about progressive social change in a lawful and constitutionally protected manner. The favorite FBI tactic is the “snitch jacket,” where suspicion of being an informant is used against legitimate leaders. In practice an FBI informant would join MLK’s inner circle and use false evidence to make it appear that MLK was himself an FBI informant. The organization is torn by suspicion and broken apart from within. FBI agents put pressure on landlords to evict the activists, and pressure on employers to fire them. Cointelpro went silent in the late 1970’s, and then re-emerged in the early 1980's. Infiltration of anti-war groups is a common part of the current “Global War on Terror”.
MKULTRA: The CIA scientist Dr. Sidney Gottlieb used Nazi scientists and their state of the art mind control techniques perfected in concentration camps of WWII. Nazi scientists experimented on children using drugs, torture, electroshock, and hypnosis. Mind control works best when trauma is administered by age three. Trauma causes the personality to split or dissociate in order to shield the mind from memories too painful to endure. It works like partitioning a computer hard drive. The Three Faces of Eve is a true story of a woman’s multiple personality disorder (MPD) accidently created by childhood abuse. Trauma causes the dissociation. MKULTRA works best when the trauma is repeated on the child at six. Later the child’s IQ and personality tests determine if the child may be trained in espionage. The subject can be hypnotized and used for operations, after which they have no memory of events and are only consciously aware of a sense of lost time. They are like a sleep walker who remembers nothing. The current illegal program using EMW to traumatize targets is a direct result of these earlier programs.
The DOD does not want a public backlash against weapons they are pouring billions of dollars into. EMW are the perfect tool for espionage operations (psyop) very versatile, cheaper than other weapons, and give you more bang for the buck. EMW will never willingly be made public or given up by INSCOM. The intelligence agencies still keep the formula for invisible ink secret after 100 years.
DOD physicists have developed EMW that couple with and interact with the human central nervous system without electrodes. Many scientific papers written in the 50’s, 60’s, and 70’s have been classified retroactively but many scientific papers still remain public. There are hundreds of public patents for EMW that both interact with and attack the central nervous system. Today the private sector is reinventing the wheel. Similar technology is being used for the disabled. Toyota makes a wheel chair that quadriplegic’s can control with mental commands.
Government elites are effectively above the law due to the National Security Act (NSA) of 1947, which allows claims of national security exceptions in courts of law to cover up criminal wrong doing. Judges accept the argument, "trust us or our enemies will learn our secrets". Wearing the uniform of the US doesn’t mean men stop being human, and thus imperfect. The NSA was first invoked in court in 1953 when a B-29 crashed killing the civilians aboard. Their widows sued for negligence. The DOD invoked the NSA and the court records were sealed. Fifty years later the records were unsealed and there were no secrets to protect, only DOD negligence. This was first time the NSA was used in court and the pattern has been repeated to allow the DOD and others to avoid criminal penalties. It is the perfect get out of jail free card.
The motivation to assassinate loyal American opposition stems from perception of dissent against the Vietnam War as treason. This philosophy is stated very clearly in the MindWar paper written by Army intelligence officer Lt Colonel Michael Aquino. The claim of sabotage by domestic enemies as the reason for losing the Vietnam War was once a borderline view, but is now the premier narrative of the Neocons. This claim of betrayal is the exact same claim made by the German Army after their loss in WWI. German conservatives and German military leaders blamed Socialists, Communists, and Jews who "stabbed them in the back on home front”. INSCOM officers and others with hard right wing views have followed the well-worn path of blaming their political opponents of treason and using that as an excuse to eliminate them. These charges of torture and murder are the most serious charges ever made against US government employees, and are not made lightly.
In WWI the US Army created its first formal intelligence service, the Military Intelligence Division (MID). The MID was small but multiplied its force using an unofficial army of 250,000 vigilantes, called the American Protective League (APL). The vigilante army members were used to, "keep watch over suspicious activities", and perhaps more importantly, to suppress resistance to the war. Leaders of the vigilante army were made official officers in the MID (supposedly) to control the worst of the “illegal activity” by the vigilantes.
Targeted Individuals (TI’s) are victims of organized stalking. Other terms are gang stalking, street theater, gas lighting. The KKK called it mobbing. TI’s are victims of a public smear campaign to cast them as, “undesirable elements who must be driven out of the community”. The vigilante means of driving TI’s out of town are low level attacks, some of which are not technically illegal, and are difficult for the TI to describe to others. Strangers cursing the TI in public everywhere they go, bumping and blocking tactics on city sidewalks, streets, and inside stores. Total strangers start verbal arguments and even physical fights. Forcing car wrecks by pulling in front and slamming on brakes, or simply ramming TI’s cars in parking lots. Constant break-ins, vandalism, sabotage of computers, harassment at work, and noise campaigns such as neighbors blasting music all night, every night. A symphony of systematic low level attacks that occur literally dozens of times a day, and after just a few weeks pegs the stress level of the target at an artificially high level. The person begins to lose physical energy, sleep patterns are altered, depression sets in, and work output drops. These constant tactics of causing psychological trauma might be termed, the death of 1,000 cuts.
The tactics are similar to Behavioral Science Consultation Teams (biscuit teams) that tailor psyop attacks designed by a doctor, psychologist, and interrogation specialist, to individually design a campaign targeting cultural and personality weaknesses of the detainee. Biscuit teams use many small stress factors applied one on top of the other, used over time, including isolation, extreme temperature, stress positions, constant lights on or lights off to distort the time sense, sleep and sensory deprivation, sound attacks, sexual humiliation, constant threats of violence to the detainee or their families, even odors and other techniques to slowly break down and psychologically destroy the subject without resorting to “traditional torture” such as electrocution, or pulling out finger nails, etc.
The USSR by the 1960's was worried about world opinion and could no longer openly imprison and execute political dissidents. They began forced institutionalization of dissidents into mental hospitals and forced them to take experimental drugs to destroy them. The 1972 US Army study, Controlled Offensive Behavior USSR, was an in-depth study of the non-traditional torture techniques and tools the USSR used on dissidents. The topics of study included the use of isolation, temperature, light, sound, smell, sleep and sensory deprivation, fake firing squads, and EMW, including the use of the device known as the LIDA (EMW) within mental institutions, used to "pacify" patients. The techniques and weapons were used to break down minds in behavior modification experiments and turn political dissidents into psychiatric cases. The US has now adopted the weapons and techniques of our former Communist enemies in the current Global War on Terror, and in the secret war on political activists and whistleblowers.
It is inevitable that TI’s will be called crazy and explained away as mass hysteria. This often happened to the human guinea pigs in past. Both Cointelpro and MKULTRA used the strategy of making TI’s look crazy as a primary method for keeping the illegal operations secret. The human radiation experiments exposed thousands of citizens to harmful or lethal levels radiation. This is one man’s story out of half a million. In 1947 Mr. Elmer Allen was injected with plutonium in the left leg in a San Francisco hospital, and the next day his leg was amputated. He told his best friend and his family doctor that he thought he might have been used as a human guinea pig. His friend didn’t believe him and avoided him and his family doctor permanently classified him as a paranoid schizophrenic in his medical records. Mr. Allen’s family didn’t find out the truth until years after he died. In 1995 the US government decided to go public, it held hearings and issued a report but no one was punished. The hearings functioned as a white wash.
Cointelpro targets were routinely depicted as paranoid when they claimed that the government was systematically following them, harassing them, and sabotaging their lives. Anti-war activist Abbie Hoffman told press, family, and friends that he was being targeted, but most refused to believe him, and afterwards avoided him. Friends of Hoffman broke into FBI offices and stole documents that proved the FBI was spending half its time on Cointelpro. It was only then that some members of the press believed him.
MKULTRA survivors still live in fear in the shadows even today. If victims tell a doctor or therapist that as children they were drugged and tortured in government labs to induce MPD they will be permanently classified as paranoid schizophrenics in their medical records. This keeps the worst aspects of MKULTRA secret. Many victims report receiving threats and harassment when they attempt to give public testimony. MKULTRA was designed and run by government funded psychiatrists, men such as Ewen Cameron, former head of the American and World Psychiatric Association.
Current victims of MONARCH will be smeared as tin foil hat mass hysteria cases because many previous victims of illegal government programs have suffered the same fate. To say that it can’t happen here or that something this big cannot be kept quiet is untrue because all the previous illegal programs involving a half million victims did happen here and they were kept secret for decades. The DOD used 500,000 human guinea pigs for weapons development programs without interruption for 50 years. Cointelpro waged war against activists from the 1950's onward. MKULTRA traumatized children from 1953 until the late 1970's. The atrocities continued for generations completely off the public radar. The guilty parties got away with it every time, and no one went to jail. The only two men ever convicted for Cointelpro crimes (FBI agents) were pardoned by President Ford. MKULTRA is still largely an unknown since the hearings exposed only the tip of the iceberg, and the victims have been intimidated into silence. If the full truth ever came out that the CIA systematically tortured children in government labs, their reputations would never recover.
Demands for air tight proof are impossible to meet as long as perpetrators are able to use the National Security Act in court. The only way air tight proof can be obtained is to break into Fort Meade, Army intelligence headquarters, and steal government documents. Even this may not work. Activists broke into FBI offices, and stole Cointelpro documents that led to multiple congressional hearings but no one went to jail. Cointelpro went dark for a few years, and then reemerged in the 1980's. Demand for air tight proof is unreasonable and impossible under the circumstances. We might as well demand spontaneous confession by mass murders. Rattle snakes don't commit suicide; you have to chop off their heads.
The case presents sufficient evidence of crimes against humanity. The weapons are proven to exist, there is a prior pattern of criminal behavior, credible witnesses have testified, and persons of interest are named who have developed EMW, written about how to use the weapons, advocated using the weapons, given the weapons to law enforcement, and participated in a cover up. In view of similar programs in the past that went undiscovered and unpunished a different strategy is necessary. An independent special prosecutor is needed, a Congressional Commission, and a truth and reconciliation commission. These three bodies should all aim for the Five Reforms: Open all secret archives, Disarm all EMW, a truth and reconciliation commission, an international conference to ban EMW, and an international bill of rights that is enforceable.
It may be the case that EMW capabilities are too overwhelming for our 800 year old legal system to deal with. Military force may be the only sufficient answer to the problem at hand. If this is the case, then I recommend that the elite 704th army intelligence brigade be disarmed using all necessary force. Four goals to heal the damage done to our nation and the larger world and to make sure that these types of crimes against humanity never happen again. The Four Goals: End Secret Dirty War; Domestic Political Reform; End Nuclear and Conventional Arms Race; Scientific and Humanitarian Initiatives to End Disease and Hunger and Preserve the Planetary Ecology. The last goal is an ambitious new Marshall Plan designed to displace the role of militarism as the driving social and economic force in the world. What is at stake: Our world is facing more than the loss of a few thousand do-gooders, the future at stake and the freedom in jeopardy is our own.

Speech Two:
I don't claim to be any smarter or more important than anyone else. If I'm different it's because of the path that this life has led me down. I started searching for something that I couldn't really name when I was 25. I bought a camera and went for long walks in the woods and began to identify with the natural world, nature worship you might say. When I was 29 I quit my job with NASA and started teaching ESL. I was gonna save the world, one child at a time. I was very idealistic. I moved into a Hispanic neighborhood and taught myself Spanish, with the help of my neighbors. When I turned 33 I got sick, traveling in Central America on spring break. I had surgery to remove a thyroid tumor and developed an autoimmune disease. I went to my HMO and other doctors but they couldn't help me. The school district fired me, I lost my savings, my insurance. I was sick and unable to work. The worst of the illness came and went like a roller coaster and was getting worse all the time. After 18 months I felt like I was gonna die, but I didn't want to die in the big city, so I moved out into the country and lived on ten acres that belonged to a friend. It was a shack in the woods with no running water, but I had escaped the big city. A friend of mine later said that I had gone off alone like a dog to die, which kind of summed it up nicely. I felt like I had a lot to give and wanted to join the team for the big win, wanted to be a part of society, but they had written me off. For lack of a better term I guess they had just flushed me. My health was broken, my body had betrayed me, so I lived the life of the mind, writing books, or rather trying to. This state of affairs continued for several years until the relapses broke me. The muscles of my neck and back contracted so badly I couldn't sleep for nearly 6 months. I would pass out for 2 or 3 hours but never really rested or dreamed. I don't really know how to describe the years of torment. Robbed of my physical body, and then gradually my mind, my very sanity. For months I sat in a chair in the dark silence. Light and sound caused me physical pain. My eyes were rolled up into my head. My sense of time broke down and four hours seemed like 15 minutes. When I held a glass in my hand the glass would either slip out of my hand, or accidently break in my hand. I thought I was gonna wind up in a nursing home. These last few years have been hard on a lot of people. They've lost their jobs, lost their homes, their families and their lives. I know exactly how they feel. I've been through much the same thing for the last 16 years. I've gotten a PhD in suffering. Out of desperation I went back to the doctor and got lucky and found someone who could help me. After a few years I had recovered enough to walk a hundred yards without resting. I decided to go back to school. I was gonna save a million lives, change the world to make it worth the price I had paid to stay in this world. I worked in the biology department and studied microbiology, and joined the Hanta Virus team. After 9/11 I decided to make a medicine that would stop a biological weapon. The Soviet Plague bioweapon was resistant to antibiotics. I came up with a solution and found business partners and formed a company, applied for an NIH grant under project Bioshield. It was around that time that I learned that innocent people were being used as human guinea pigs to perfect the latest and greatest anti-personnel weapons coming out of the DOD weapons labs. For years I've interviewed these people in person, like an epidemiologist, finding out their symptoms and what they have in common. If I seem unemotional I'm sorry, it is because I have had to harden my heart to terrible human suffering that at times seemed without end. My own government is waging an undeclared war on my own people. I believe in people, I believe in their basic goodness. Yet evil exists and works it's will in this world. I believe in my country and in it's ability to be a force for good in the world. Lincoln called the US the last best hope of the human race. If the human race ever needed hope, it needs it now, for now is perhaps the hour of it's greatest trial. I guess I've been chosen, not because of superiority, but because of the path I've gone down. I've been a curious mixture of a young pleasure seeker, atheist, an idealist, naturalist, scientist, a fool, and a failure. I've been blessed with gifts, but I've paid for them. Sitting Bull was a shaman of the Sioux people. He prayed, fasted, and made sacrifices of his own flesh and blood. He was given visions of the outcomes of battles, and visions of his own fate. He paid for them. Nothing in this life is free. The demands of this moment are many and many shall be called. The prize is potentially a new age of peace and freedom. The price of failure may be a fate worse than death itself. I don't have all the answers, I don't call all the shots. I don't blame you if you are skeptical, I would be too. But if you ignore facts, then I do find fault. I only ask that you use your common sense. The average man on the street is perfectly capable of deciding what is in his or her own best interest. I am saying that the new weapons similar to those in public are being used on innocent people. If the Russians used them on the US in 1956, and got away with it for years, then what chance do these people have. I am claiming that criminal behavior committed all the way through the Cold War by the DOD on half a million people is still going on. US citizens are being used as human guinea pigs in terminal experiments, experiments that end in death. This is not new, it is a continuation of past behavior. The figure of half a million people is the governments own figure. The majority of the targets are political activists and whistleblowers. Historically these kinds of people have been under assault for many years. This is a historical fact. There are a few personalities in military intelligence who are borderline personalities, people who need to be investigated. They are not crazy, but they are different. One has a PhD in the science of death. He is quite literally Dr. Death. He has been in charge of developing the new weapons for the Army since 1980. These men have written about how to use the new weapons, advocated using them on civilians, expressed admiration for previous illegal DOD programs that were war crimes, and expressed interest in using weapons of torture to modify human behavior. The alleged criminals helped move the classified weapons into the hands of law enforcement and vigilantes, and they've participated in a smoke screen cover up. These facts are all out in the open, and there is much more, but this by itself should drive us to the logical conclusion. Mark Twain said that history does not repeat itself, it rhymes. I am describing the same old song with a different tune. There is nothing new under the sun. People will say there is no absolute proof. The air tight proof is classified, hidden in Fort Mead, and no one is going to break in and steal it. People will say that the victims are all crazy. This is what they said about the other half million US citizens used as guinea pigs and target practice. I am saying use the common sense that God gave you and stop listening to people who tell you not to believe your own eyes. Critics are using a shoot the messenger strategy to smear me as a terrible human being. Well of course they are, because they certainly can't use logic and reason to the refute the facts. What better way to ignore the facts than to change the subject and make this about me. Let me make this very clear, this is not about me. Human beings reduce things to one personality because it helps us put larger ideas in perspective. The power is impressive and even seductive, but I am just an old transistor radio, I am not the music. You are in love with the music. Good, you should be, but I'm not the music, I am just another human being on this earth. I am laying my head on the chopping block and I fully expect to be destroyed. I cannot be bought off, scared off, or controlled. This power is not under their control and so they must destroy a thing to control it. First I will be discredited as a public person, then destroyed financially, spiritually, and finally physically destroyed. There is no avoiding it. I am just another person on this earth and soon I will be gone. Evil exists in this world, it is not imaginary. Americans want to live in the world of Norman Rockwell because that is a safe place, but the world is in play and the fate of nations will be decided by the people, ordinary, everyday people. This is our generations moment of truth. Will we, the people of the world, confront the evil in our midst, will we overcome this fortress of evil that wages war on the innocent and seeks to determine our destiny. Charismatic leaders by themselves will not get you to the mountain top. Your fate can only be decided by you and people just like you who decide to act in unison. I remember all the people killed by car bombs and suicide bombers, and how the victims bodies are always taken away, but the shoes remain. The assassins have stolen their lives and their humanity. They are rendered silent, except for the piles and piles of hundreds of shoes. This program of torture and murder is largely unseen because the cause of death is often heart attack, cancer, or natural disease. I intend to pressure my Congressional representative to stop this madness by telling them that I will speak for those who have been silenced. I will take a few minutes and a few dollars to mail them a single shoe in silent protest. Speaking for those who are gone and cannot be replaced, in their place I will demand that the alleged criminals be detained, that their elite military intelligence brigade be disarmed, and that reforms take place to guarantee that this nightmare will never again threaten our freedom and the lives of the innocent. It is a small gesture, but out of such small gestures may come a great wave of change. When the hour is struck, and it is time for a people to be free, and all people are united as one, then there is no force on earth that can stop our march to freedom.

THE FOUR GOALS; Outline
ONE: End the secret dirty war using the five reforms.
TWO: Domestic political reform to strengthen Democracy.
THREE: End the arms race through collective security agreements.
FOUR: New Marshall Plan; scientific/humanitarian initiative to replace Militarism.
ONE: The Five Reforms:
1.Disarm all electromagnetic weapons systems. 2. Open all records and secret archives to the public and a Congressional Committee. 3. Establish a truth and reconciliation commission holding hearings in multiple locations. 4. Convene an international conference to ban all electromagnetic weapons with public & private verification systems because we cannot accept government’s word alone that the secret dirty war is over. 5. An international bill of rights that is enforceable such that the state cannot crush internal enemies with impunity.
Two: Domestic political reforms:
1.Public financing of all state and federal elections. 2.Free time for publically financed candidates on the public airways daily for 100 days before elections. 3.Salary commensurate with responsibility, on a par with a modern CEO of a Fortune 500 corporation. 4.Strict and clear laws against extortion/bribery of public officials and conflicts of interest, with swift and certain punishment & long prison terms. 5.Elections consisting of a single open primary and a runoff between the top two candidates, regardless of party affiliation.
Three: End the Arms Race:
1.Establish an international military “police force” to protect the territorial integrity of all member states from any intrusion or military attack. 2.An international court with the limited mandate of ordering the use of force to preserve the territorial integrity of member states, and the rights of individuals in relation to their governments. 3.An international bill of rights that protects the God given rights of all individuals to life, liberty, and the pursuit of happiness. 4.Protection of the rights of minority populations and indigenous peoples from elimination actions such as ethnic cleansing, genocide, and state sponsored violence. 5.Nuclear disarmament (3 steps) ONE: All weapons are declared/counted & reduced by a factor of ten. Stockpiles of many thousands reduce to 2,000 total, those with hundreds down to 100, & all others to three (3). TWO: Reductions to one, ten, & 200 respectively. THREE: All stocks are destroyed and the two nations with 200 each disassemble & release them to the custody of the international community (court) for emergencies, if a nation or nations attempts a nuclear “breakout”.
FOUR: A new Marshall Plan:
1.A humanitarian initiative to end disease & hunger for all of Humanity using a crash program of biotechnology & medical science. 2.A scientific initiative to decode & preserve the natural world, one that manages & maximizes renewable resources for present & future generations. 3.A plebiscite in developing nations to invite, by popular choice, international aid programs with numerical goals for life expectancy, public health infrastructure, agricultural self-sufficiency, population targets, & time limited caretaker status (ward of the international community). 4.Regional agreements on the use & division of common resources such as fishery rights & binding limits determined by the scientific management of biologist & enforced by the international court. 5.Formation of government/private consortiums for technological projects (crash programs) in communications (worldwide wireless broadband network), medical science (bioelectric medicine & stem cell research), & next generation energy technology project(s) to replace fossil carbon fuels.
The current secret dirty war is the result of the actions of a few individuals in military intelligence, but also the result of a culture that has evolved since the end of WWII. The driving political and economic force in the US/world is military spending and the concept of fortress America. The arms race is now so powerful and destabilizing as to lead to destruction of our Republic and even the end of civilization. The drive for reform of our institutions must begin with a new big idea to displace militarism. Collective security can protect international borders and open a space for emphasis to be placed upon a crash program in energy, communications, medicine, & to use these tools in a universal scientific & humanitarian initiative to engineer a more peaceful & secure world.

The Next Big Thing: Paradigm Shift
I stand before you all, the people of this great nation, the people of this beautiful world. I stand before you as an imperfect person who still strives to be at one with all living things and the creator of it all. I have made many mistakes, and regret my failure at not ending this war sooner. Many irreplaceable precious human beings have been taken from us, murdered. I take full responsibility for those deaths that resulted from inaction and delay. The only way to honor them is to make reforms that ensure this tragedy will never happen again, changes that lead to a brighter and more peaceful future. The struggle ahead is clear cut and urgent. The people of the world must join hands together and act as one people. The rumble of millions of voices echo as a single cry. We demand our freedom. A great wind prepares to blow, a storm not seen in the lives of mankind for a thousand years. Give us our birthright; freedom. The perfect storm coming together as all humanity lifts it's weary brow to heaven, The towering wave prepares to sweep away the tyranny of evil men. A storm of protest not to be seen again in an eon of time, as all eyes, all hands, all hearts become one heart singing. We demand our freedom! After the great wave has swept away all resistance; when the criminals have been caught, when the armies have been disarmed, then comes the time to look back ever so briefly, then all eyes must look ahead. The future is the ultimate prize, the future of a world transformed. Anything less than a new nation and a new world that lives in peace is unthinkable. Domestic political reform will lay the cornerstone. Banish the money changers from the temple. End legalized bribery and use the public treasury to fund the public selection of representatives. Money enters the political system as legal contributions, which buys influence that results in special interests garnering more money, which again is used to buy more influence. It is a feedback loop that results in wealth concentrating in fewer and fewer hands which continues shrinking the middle class. Corporations buy politicians but often politicians demand contributions from corporations that must give money to safeguard their interests, or risk retaliation. Buy back the government for the people using public funds to hold elections. People who supervise a trillion dollar budget should not be paid salaries normally given to middle management. Pay the 535 representatives a salary that reflects their responsibilites as CEO's of the nation. Allow a block of time for free access to the public airwaves during a shorter election season to level the playing field. Sunlight is the best disinfectant, and it should shine into every corner of the people's business. No secrets, no hidden documents, no secret votes, secret funds. Let the sunshine do it's work. When I was very young I watched the idealistic young adults take to the streets trying to stop wars and trying to transform the very world they lived in. They were just eighteen or twenty years old, a children’s crusade, but they had the courage of their convictions, and the invincibility of youth. I dreamed a dream that the world they wanted to create would gradually take shape. By changing a little bit every day, their toil would slowly fix the hypocrisy and violence and disease and dysfunction. I dreamed that their great experiment would transform our society and our world into the kind of place where people were truly free from fear and want. I thought that society was slowly moving towards perfection and in time all men and women would have the veil lifted from their eyes and see that they were all brothers and sisters, one family, the family of man. But society is a human construct, and all the works of man are imperfect, and the dreams of youth fade in the cold reality of a harsh existence. Some of those dreams have been realized, and some remain unfulfilled. Visit the graves of our prophets and read the inscription there in cold hard stone. "Come, let us slay the dreamer, and see what becomes of his dream". We are still a people in search of our future, people in search of community, trying to solve the problems of the present, while attempting to fulfill the promise of America, attempting to create a more perfect union and a society in which all of us are given an equal chance to succeed. Our world is one of innovation and constant social and technological change. Traditions give us comfort, and we long for the comfort of memory, but we willingly suffer the pain and discomfort of change to bring about a better future. Our nation has a positive vision of the future and this belief in a better tomorrow guides our hands and hearts. We have made mistakes along the way but these were largely mistakes of the heart. At times our idealism was used against us to wage wars of conquest, but the people reject the idea of an empire. Americans have always viewed themselves as the defenders of freedom and defenders of the weak against the strong. The future we seek to realize is a singular vision that the people in this imperfect world can believe in. Private interests and foreign entanglements have been our worst mistakes and greatest danger. We must not ignore the common sense embodied in the common people. To do so is to violate our political heritage and court our greatest danger. Today many mistrust and fear their government and feel that their voices are no longer heard. Who among us speaks to the common good and the greatest good for the greatest number. Many voices seek to divide us into separate camps, all the better to subjugate the whole by turning one half against the other. Will we let them divide us? Will we be so blinded by words that we cannot see that each person loves their country, loves this world, and wants it to succeed, flower and grow. We cannot retreat to the past to live in a safe nostalgia, we cannot go back to the 19th Century. We must face the future together and tame the strife and chaos of a world on the brink. This we can do if we shut out the voices who turn neighbor against neighbor and instead restore community and a shared sense of national endeavor. We must have a conversation about charting a new direction for the nation and the world. When the US dreams big the world is much the better for it, but when the last super power grows mean and turns inward, the world can be a terrible place. Two hundred years ago when our nation was only a few decades old, we were not a great military power, but we dreamed big. Missionaries set out to transform the world using the spiritual power of Christianity, not weapons, to remake the world. These emissaries went to China and many other nations, and set to work, for by transforming the spiritual nature of a chaotic China they hoped to transform and heal the earth. This idealism lives on inside each of us as a part of our birthright. The belief that when our nation was born, and as long as it exists, that freedom has it's very own country, and the hope of freedom for the entire human race will not be extinguished, but continue burning brightly. So I stand before the people of this world to propose a new birth of idealism and a new birth of freedom. The developed countries should redirect their energies away from wars without end, and begin an initiative to end disease and hunger at home and abroad, and to decode and preserve our natural world for future generations. There will always be conflict and strife, but through collective security agreements and robust international courts to enforce the Rights of Man, and mediate disputes, we the people of this good ship earth will turn our energies away from wars without end. I propose that the world begin to phase in a scientific and humanitarian initiative designed to end hunger and disease, and to decode and preserve our natural world. Defense and intelligence spending are the driving political and economic force in the world today. Most scientific research at the university level is funded by the DOD. The US spends a trillion dollars a year on defense and security, more than the rest of the world combined. The money spent on defense during the Cold War equals the value of everything in the US except the value of the land itself. This formula of war time spending was adopted after WWII to keep the economy functioning at an artificially high level to forestall unemployment and recession. The historic means of securing our people from foreign threats was defense spending on weapons of greater and greater destructive power. In the nuclear age the creation of weapons technology and weapons of greater complexity and greater destructive power did not make us more safe. The nuclear arms race was a race that lead nowhere. On more than one occasion the US and USSR came close to destroying each other. The world is changing to a multi-polar world, meaning a world of nations that are more equal in economic, political, and military power. This new reality is similar to the world one hundred years ago in Europe. The old established empires were coming to an end, and many nations were at parity with each other. These multipolar nations competed for supremacy and made alliances to protect each other. A single spark set off a cascade of events leading to all the nations of Europe going to war against each other. The war was more terrible than they could have imagined due to new weapons technologies that literally killed millions of men in a single battle. Today the world is moving towards a similar period where no one country dominates and many nations are maneuvering for advantage and forming alliances. This leads to the possibility and perhaps the inevitability of a similar scenario that leads to war between different allied nations. This war would be different because it would involve nuclear weapons and there would be no clear winners, only those that are dead and those that are still alive. The quest for more weapons and weapons technologies of greater and greater destructive power will not end in better security. Unless this method of peace and security is changed and emphasis is placed on other priorities, it is clear that the coming century will be a time of a never ending arms race and eventual war. It is time to think about another way to ensure peace and security. Soon the US will no longer be able to be the world's policeman and this is probably no longer desirable for the US taxpayer or the wider world. Peace and security do not reside in building the next big secret weapon. Collective security agreements can establish an international force to guarantee the peace and defend all international borders. By shifting to a collective security regime instead of every nation for itself, it will be possible to change the emphasis in society, and return to the spiritual, humanitarian, and scientific basis for changing the world. The world needs change, but not change from the barrel of a gun. In the words of general Macarthur who ran the occupation of Japan after WWII. "Send me bread or send me bullets". Collective security will allow the national resources used by nations to secure their borders to be used in an international initiative of scientific and humanitarian goals for gradually engineering a more peaceful world. We are not proposing unilateral disarmament nor are we advocating isolationism. The central idea is to engage the entire world in humanitarian goals of ending and controlling hunger and disease in the lesser developed world. In addition, scientific research to maximize renewable resources and preservation of the natural world. These programs will identify a small country and offer the people a plebiscite to accept or reject a caretaker arrangement that promises to increase standard of living, life expectancy, educational attainment, and the preservation and management of renewable resources. A commissioner born in that country will be chosen to run the program with the help of a resource committee made up of people who possess the necessary skills and experience. The program will be coordinated by The US and other developed nations, including government agencies and NGO's. The basic concept is similar to the practice of buying failing companies, replacing the management, and turning the dysfunctional culture and practices around, resulting in a profitable and efficient organization. Ideally the initiative should begin with the smaller nations with optimal circumstances, such as secure borders, no internal strife, and sufficient baseline resources to fund development programs. This rather slow and ponderous method will emphasize real quantifiable goals and use the success stories to motivate other nations to participate. There are about 200 nations on earth and it may seem that this process would take too long, but after the initiative has proved itself, then a tipping point will be reached that confers universal acceptance and participation. The central idea is to gradually engineer a more peaceful world by alleviating hunger and disease and spreading representational democratic states. This idea may seem rather Utopian in nature but it is based in fact. Nations with populations of 100 million or more are not practical clients due to economies of scale. Nations at war are not eligible. The plebiscite will offer numerical goals in educational attainment and the number of schools, the number of hospitals and clinics, life expectancy targets, infrastructure projects, roads and bridges. In short the international community will be offering clear numerical goals in exchange for limited control for a defined period of time. The relief from starvation, poverty, and ignorance will not by itself magically transform the world into a Utopia, but it will reduce the background noise of chaos and drain the swamp that breeds animosity, hatred, and revenge. The US orchestrated the Green Revolution in the 1960's and our agricultural science allowed larger populations to feed themselves. The new initiative will give people a choice of what kind of country they want to engineer with real numerical goals and results within a finite period of time. This means of pacification is many times less expensive than attempting to do nation building in war zones after the situation has collapsed to a critical state. The US by itself cannot succeed, nor can the international community without the US. The world needs our leadership and the US is a nation that needs a new mission besides being the world's policeman or the arms supplier to the world. Weapons of mass destruction are now more easy to acquire and use. The only effective manner of securing the peace is to make a world in which people do not feel driven to carry out terrorist acts of mass murder using WMD. Let us note the quote by that famous pacifist General Dwight D. Eisenhower, "Every gun that is made, every warship launched, every rocket fired signifies in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed. This world in arms is not spending money alone. It is spending the sweat of its laborers, the genius of its scientists, the hopes of its children. This is not a way of life at all in any true sense. Under the clouds of war, it is humanity hanging on a cross of iron."

Conspiracy Theory:
The four facts used as the bare bones case for nonlethal weapons crimes by military intelligence are historical facts and real physical evidence. The four facts are all that is necessary to convince a reasonable person that these crimes are real and must be stopped at all costs. It is inevitable that critics who are unable to challenge these four facts will avoid doing so by using name calling, personal smear, and a familiar refrain...conspiracy theory. Shouting conspiracy theory loudly, and repeating it at every opportunity allows people to avoid using or confronting logical arguments and facts on their own merits. To put this charge to rest it will be necessary for the author to run the gauntlet of bizarre theories, borderline beliefs, and conspiracy theories.

Lockness Monster: There is probably no such creature because there has been no physical evidence besides dubious photographs and there is not a large enough food supply in the area to support large predators.
Big Foot: No physical evidence exists besides casts of "foot prints" and video evidence that both appear to be faked.
Other Monsters: There may be mega fauna (giant animals) that exist, but without physical evidence there is no basis to believe in their existence. Example: For nearly one hundred years a large reward has been offered for any snake skin that equals thirty feet or more. Even though it is possible to stretch a snake skin, no one has ever collected the prize.
Kennedy Assassination: I believe that JFK was murdered by Lee Harvey Oswald, who was the only shooter, and there was no one on the "grassy knoll".
9/11: I believe we were attacked by Islamic terrorists. I do not believe that George Bush was behind the attacks on 9/11. I do not believe in the mantra of a clash of civilizations. There are two political and religious extremes on both sides, while 99% of humanity is trapped in-between.
Angels: The majority of American citizens believe in angels, however, I do not believe in supernatural beings, merely human ones.
Ghosts: There is no scientific basis for belief in ghosts, and though it may be possible that human souls do not immediately cross over and leave the material world, there is currently no evidence to back up this theory.
Magic: Sympathetic magic is the theoretical use of incantations and spells to change the physical world. This belief and practice has no basis in fact.
Miracles: I do not believe the human mind can manipulate the physical world if we just think the right thoughts or concentrate hard enough. I classify this belief as sympathetic magic. God does not intrude into the physical world to help individuals because this would void the concept of free will. The universe is not determined, that is to say you have the freedom to succeed or fail, to choose evil or good. The price of freedom is bad things happen to good people and evil often triumphs.
Rapture and End Times Theory: All throughout human history people have claimed the end was near and prepared for it, yet it has yet to occur. This was true of the first millennium A.D. (the year one thousand) and the second millennium A.D. (Y2K). This belief reoccurs in the US among secluded cult like religions on a fairly regular basis.
Souls: Normally I would have said there is no such thing, but personal experience leads me to believe that all living things possess what we refer to as a soul.
Life After Death: The human personality is transitory and does not survive death, but the "soul" of living creatures are probably conserved and reemerges, just as water is conserved as it cycles through the earth environment from liquid to gas, and back again. The water in your veins once circulated in the bodies of dinosaurs; it is conserved.
God, Heaven, and Hell: I believe there is a God, but that God is not human like in appearance nor does God possess a human like personality. I do not believe in the Devil or in Hell. I believe that evil exists here on earth and that the only hell is that which mankind creates for itself here on earth.
Jesus: I believe as the agnostics do, such that there was a real man named Jesus who lived and much of what is attributed to him in the bible are his own words, though some are not. I believe he was a radical who was tortured and executed, but I do not believe he was divine, immortal, or that he was reborn.
Witches and Warlocks: There are no such thing as witches, but there is such a thing as Shamanism. Almost all native cultures practice similar forms of the art of Shamanism. These people are the spiritual leaders and visionaries who use psychoactive plants to achieve spiritual transport and enter what might be termed the collective unconscious or the dream world. I refer to it as being awake and asleep at the same time. These individuals tell stories, sing songs, predict the future, and interpret the present for the tribe. They function as the internet and cable TV all rolled into one. They are not chiefs or rulers, but the people follow them in respect of the powers they demonstrate. Often they employ slight of hand as magicians do, but their true power is not relegated to tricks alone. In Europe before the coming of Christianity, Shamanism was widely practiced. Nearly a thousand years ago the Pope released the edict, "burn all witches", which meant the women and men who still practiced Shamanism. In the Gobi Desert one can still find graves 3,600 years old containing women dressed in the traditional black conical hat and other garb that was the Celtic Shamanic uniform.
Crop Circles: The crop circles are most likely man made, but there is a slim possibility that SOME crop circles are formed by natural geophysical phenomenon such as disturbances in the earths magnetic field. Having said this, it is important to note that nearly all such formations are man made, if not all of them.
Marfa Lights and Unexplained Lights in the Sky: These lights are probably the result of geological and geophysical forces that happen as a result of granite and quartz rock being placed under extreme pressure. Lab experiments show that these rocks under extreme pressure give off a pulse of energy that can resemble ball lightning. These circular balls of energy may travel along the naturally occurring magnetic field lines of the earth.
Alien Invasions: There are so many stars in the universe (10 to the 22nd power) that it is a mathematical certainty that life and even intelligent life exists outside of planet earth. But ask any astronomer or astrophysicist and they will tell you that the distances between these locations are statistically so vast that even traveling at the speed of light would take many hundreds of thousands or even millions of years to travel to earth. Sorry, there are probably aliens, but no alien visitors. It is part of the human condition to need to believe in forces larger than ourselves. Many people have invested decades of their lives into this belief and will not give it up, no matter the fact that no physical evidence exists and all videos of alien autopsies and such are obvious fakes. On a basic level most human beings need to believe.
Bilderburg, Illuminati, Secret Societies that control the World: There are influential private organizations that influence government policies and world events, but I do not believe in a hidden hand that controls the world, nor do I believe in pure blood lines that go back to Jesus. There are different centers of power contending against one another, but these are economic, political, and religious institutions, not the illuminati or secret bloodlines. In fact this belief may act as a smoke screen.
Protocols of Zion (the Jews did it): I do not believe in the so called Protocols of Zion. The Jewish people are not controlling the world or engaging in world domination. There is no such thing as a monolithic Jewish perspective or world view. Jewish political and religious thought runs the entire spectrum of human thought. Zionism is often it's own worst enemy, meaning it is probably counter productive for all Jewish people and how they are perceived by the wider world.
Evolution: Darwinian thought is correct and based upon physical evidence. Like the fourth grade kid told his folks, "It's settled, they found the fossils". The exact mechanisms that are the biological and genetic basis of change are probably more robust than the simple phrase, "survival of the fittest", but the basic theory is sound. It is possible and even desirable to believe simultaneously in God and the Theory of Evolution. Intelligent design theory is incorrect.
Freudian Theory: Freud is basically correct in assigning the primary human drives and the thwarting or confusion thereof, as the cause of neurosis and mental illness. There may be an overemphasis upon human sexuality, but if Freud was wrong then why do TV advertisements rely on sex to sell toilet paper. Meaning that if Freud was wrong then why do advertisers spend nearly a trillion dollars a year using sexual messages to sell the world products. The sex drive is paramount.
Jungian Theory: The Jungian concept of a collective unconscious means that there exists the concept of an ocean of unconscious mind that is shared by all of humanity. Each dreamer lays down their head at night and drifts off within or to the edge of this ocean of thought. It is the source of all imagination, all dream imagery, dreams, archetypes, and is at the root of all human creativity. If you go to the far side of the world into the depths of the jungle and ask a man who has never even seen an outsider to imagine a bad smell, he will make a face just as you would. Ask him to think of something happy, and he will smile just as you would. These emotions and expressions are hard wired into the human body and mind. Just as hard wired into all humanity is the well spring from which these images and thoughts emerge from. We are all connected through an unconscious "party line". If we could hear each other while awake, then the Tower of Babble would drive us mad. The dream world is our common playground. When my uncle was killed in a war on the other side of the earth, his mother set up straight in bed in the middle of the night and said, "he's dead". This and similar experiences are more common than people imagine.

This treatment of various beliefs and superstitions is designed to describe my degree of acceptance of what are commonly referred to as conspiracy theories. My background is that of a scientists and I require supporting evidence to advance a theory, and at least a preponderance of proof to accept the probability of a theory. Collective Security, Genocide, and Human Rights Agreement: All of the people listening here today have contributed in some way in trying to end a terrible war. The war is not over and the world is not safe. It is not the end, it is perhaps, the end of the beginning. We do not live in a world where the future is already decided, the future depends on what you do today. There are a thousand permutations of possibility leading to the future for ourselves and our children. A myriad of doors are open and the ones that we walk through today determine the future. What all people everywhere are faced with is a cascade event where time and causality have led us to a turning point of epic proportions. Our actions are magnified wherein small decisions made or not made now can set in motion a cascade of events, that lead to larger and larger outcomes, both good or bad. The actions of free individuals working together now can have a greater impact on future events than at anytime in living memory. Utopian views of humanity or Utopian views of the future are unrealistic and destined to fail but without a concerted effort for a brighter and safer tomorrow, events may lead to a default world that is undesirable and perhaps worse than can currently be imagined. The basic idea is to begin a conversation about what kind of world we want to live in, and to take bold measures to make it happen. Social engineering can be just and successful if the measures to be taken are part of a consensus that is mutually beneficial and arrived at with agreement by 70% or more of national and international populations. Only initiatives that make sense and are attractive to the man on the street will work. Likewise if Utopian views of humanity are taken as fact and unrealistic expectations are institutionalized then terrible things may occur. Having said this it is inescapable that the future will arrive, but it is up to us to strive to make it one that we can live with. The future belongs to those who plan for it.
The Battle for Hegemony : For hundreds of years there has been a battle between nations for supremacy. For Centuries Spain, France and England were contending, with Spain supreme in the beginning, then France had the upper hand, and finally England emerged as the leading world power in the 1800's. England was devastated after the two world wars as were the other colonial powers and America and the Soviet Union began their long struggle for supremacy known as the Cold War. The US basically won when the USSR went broke and the US became the lone world super power. Very rapidly, economic reversals and military stalemates in small wars may have brought the political class in the US up against the hard reality that the age of empires was passing away or had already passed. This idea of a post empirical world is not universally held but certain facts can not longer be ignored. The US has the most powerful military technology and presently has no immediate rivals for military supremacy. However, one nation with less than 5% of the world population cannot sustain military and economic hegemony for very long if at all. America began as the original anti-colonial nation which defeated the world's greatest super power in a guerilla war two hundred and twenty years ago. The people of the US have historically had no taste for foreign intrigue and empire but the political and financial elites have had a hard time saying no to foreign conquest for the sake of wealth, power, and the usual motivations that drive men to want more than they can put into their mouths at one time. The people of the US have historically seen the role of US military might as the world's policeman, protecting freedom from tyranny and protecting the weak from the strong. If along the way the resources and wealth of nations fell at the feet of domestic industry then it was only a happy accident. Foreign intervention was either driven by our role as a protector of the weak or less admirable motives, suffice it to say, stuff happened along the way. America was not entirely without self interest, but in a world without a robust US, the last 100 years might have been disastrous for western civilization, and the human rights the world holds so dear. The US and USSR were armed with tens of thousands of nuclear weapons that neither side dared to use, or a world wide conflagration would result. Instead the two great powers faced off through proxy wars in dozens of small countries, starting revolutions, counter revolutions, and civil wars that raged for generations. The entire Third World became a battlefield of one sort or another. The human toll of the post colonial era may have added up to one hundred million deaths by the end of the contest. It would have been better not to have fought the dozens of small wars by proxy but the battle was a battle for world domination at whatever cost. Had this desperate battle between men who would stop at nothing to win have been lost, then Europe and much of the globe would have stagnated for generations. Anyone who has ever traveled to a "workers paradise" in the Communist era would agree. The US was not without fault or censure for errors of action and omission but on the whole the American Century has been a very positive outcome for humanity. The present state of affairs in economic and military affairs is becoming more precarious and unstable. What is wanting today is a smooth transition to a new paradigm because nature abhors a vacuum. President Woodrow Wilson was an academic who saw the necessity of the League of Nations and the necessity of transitioning from a Colonial world to one where the emerging nations would at least have a say in their own destiny. The American idealist proposed his fourteen points to the world and the man on the street agreed, but their leaders lived in a world of real politic. The Colonial powers clung to a stubborn peace that caused famine among the enemy and the continued subjugation of those peoples deemed too inferior to manage their own affairs. The Colonial powers probably poured more money into their foreign holdings than they collected, but a powerful minority did reap the benefits, and foreign possessions were integral to how these nations saw themselves, as great powers on the world stage. Wilson tried to instigate a just peace, join the League of Nations, and slowly transition to a post Colonial period...but he failed. If Wilson's vision of a just peace, a fully functional League of Nations, and the gradual, step wise end of Colonial subjugation had been realized then the 20th Century would have looked quite different. The continuation of the Great War might not have happened, the League might have worked better, and the Colonial wars of liberation would have been unnecessary. In total the two great wars cost about 75 million lives and the wars in the second half of the century cost about 100 million lives. The record of treasure expended is not so clear, but must be accounted for as well. It is conceivable that WWII would not have occurred, and the small wars of Third World nationalism would not have happened, or at least they would not have cost as much blood and treasure as WWI and WWII combined...which they eventually did. One could argue that all could not have gone so smoothly and that nations and humanity would have found something else to fight about, and all that may be true...But lancing the boil of WWII and Vietnam, and a host of other wars could not have been a bad thing. Had Wilson succeeded in translating his vision, universal peace would probably not have broken out over the next 100 years but they would have had to try harder to find another reason to kill each other off by the hundreds of millions. The 20th Century is a history written in blood and the 21st Century is staring us in the face. What is advocated here is, like President Wilson, we propose our version of the 14 Points and rally around the cause of peace built upon a new paradigm. First, we must avoid Utopian views of Mankind and the urge to form a one world government. People and nations desire independence of outside control, and a single world state could easily become a dictatorship. The main enemies of peace are the leaders of nations who make decisions to attack their neighbors, their own populations, and to build new weapons of mass destruction for these purposes. The central idea is to affect the mental calculus of national leaders and dissuade them from making these kinds of decisions for personal or national advantage. Rules must be agreed upon that will stop the strong from taking over the weak. Minority populations within countries must be protected from elimination actions such as ethnic cleansing, mass murder, and genocide. Finally, the world wide arms race in nuclear and conventional weapons must be ended. The manner of formation and interpretation of these rules shall be a world court, a judicial body to interpret and order enforcement of the rules. The means of enforcement of this collective security must be real and as such must be a military force comprised of member nations capable of robust military action to enforce the judgments of the court. Without enforcement power all rules and laws are just words and pieces of paper. It is not the first time this kind of idea has been tried, and if it fails it will not be the first time either. If we succeed then the wealth of nations may be spent upon science and human health and well being, other than weapons of greater and greater destructive power. If we should fail, well then at least when Humanity sits among scattered areas of nuclear waste lands in 100 years, millions or even billions have died, and the earth lies in shambles, we can have the satisfaction of calling from the grave, "I told you so". In all sincerity we must try for the smooth transition that failed 100 years ago and we must succeed. Failure is not an option because WWI fought with nuclear weapons represents a disaster for Humanity so profound, it can scarcely be contemplated.
100 Ritual Schools of Thought Contend: The concept of a multipolar world made up of many nations that are regional powers and who hold aspirations for global leadership appears to be the new reality. Already in the new century one sees China and India as emerging rivals while China aids Pakistan to build nuclear weapons in an alliance against India. Brazil, Turkey, and other emergent powers are contemplating acquiring nuclear weapons of their own. This new dynamic recalls the situation in Europe exactly 100 years ago when many nations held such aspirations and they formed interlocking alliances predicated on the concept of mutual defense. Stated simplistically, when one small nation attacked another the entire set of alliances drew all nations into a cataclysmic war that destroyed everything that had come before. The US can no longer afford to be the world's policeman and this is probably no longer desirable anyway. It can be proven that war is the natural state of humanity merely because that is what has always occurred. It is self evident that in the whole history of civilization there has only been a brief period of peace. Every new invention produced by the hand of man has first been turned not into a plow but into a sword. It is foolish to attempt to argue otherwise. When one looks at nature herself one sees conflict and the bloody struggle for survival dictated by the law of the jungle, the law of tooth and claw. Having noted this fact who could argue otherwise. Nature, if one peers deeper, does not in fact show us a bloody massacre at every turn. The males of the species, name any of them, battle for the position of dominance and the right to mate and sire offspring, but they contest in a ritual manner and when the loser is vanquished it is not to the grave, but merely to a lower rank within the group of males. Nature in her wisdom has decided that the males should contest with intensity and bravado, but not to the point of death or to mass slaughter. Such an outcome would be biologically wasteful, unwise, and self defeating. This rule holds as true for the common wild turkey as it does for the majestic lion. To contest until there is a slaughter en mass has been left to humans alone. Man is not the animal that laughs, he is the animal that makes war. Even though nature has frowned upon the idea, man has seen fit to institutionalize it and hold it high. It has always been with us and so it may always be with us until such time that the world is destroyed. There is no other conclusion in the age of nuclear weapons and even more devious and terrible inventions lurking on the horizon, and just beneath the surface. The world wide arms race is the never ending contest to invent such powerful weapons that no one would dare think to start a war. The problem is they always do start a war. Weapons labs and scientists with unlimited funds and time are driving us toward the day of the doomsday weapon and that day is closer than you think. Perhaps if war were a ritualized endeavor that was a contest between elites like the lords and knights of old, or a contest within certain parameters that constrained the slaughter while settling the dispute, then war might not consume the world entire. One suspects that such a new ritual could only hold for a finite period of time before the advantage of maximum force dictated someone must cheat and begin where we had recently left off. Thousands of years ago men chose kings but they were not the kings that we know today. The ancient kings were chosen as temporary totem figures, men who reflected the forces of nature. When drought hit the land sympathetic magic dictated that the king be bathed five times a day and be made to drink water prodigiously to appease nature and bring back the life giving rain. If a deluge of rain swamped their crops they behaved the opposite. The king was forbidden to bathe and allowed only enough water to sustain life itself. In short the king was a conduit to the powers of the universe, but he was like a totem doll, not a supreme ruler. If the drought continued they might eventually banish him or drown their king as a sacrifice to stave off starvation for the whole of the people. Eventually the king would be sacrificed, regardless of his utility, as a means of placating an angry and vengeful God. The original kings were allowed license for only a brief time and then sacrificed. It was bargaining with nature, plain and simple. If we give you this man's life then you might spare the whole of the people the terrible fate of disease and starvation for one more year. This use of a ritual king continued until one year a king who was more clever and fortunate than his predecessors decided that he, the king, should appoint another to be sacrificed in his place. He walked among the people and chose a perfect child, divine in origin, or so he said, to go in his place. The king remained in his seat of temporary power year after year while others went in his stead. In this way the ritual to appease the Gods was twisted into the form of king we recognize today. The king is merely a ritual sacrifice who outsmarted us all. Perhaps it was time for centralized leadership and this was an advantage to the people that before had not been necessary. Suffice it to say ritual has been tried before and it would only last until the advantage to cheat was too great not just for one man but for many ambitious men. Now we are brought back to the face of the present dilemma. If no ritual form of war will hold then what hope is there for a world soon to be groaning under the weight of ten billion souls, all packed into nations armed with weapons of mass destruction for which there is no defense. These overpopulated nations armed with aspirations and nuclear weapons will seek to turn the wrath of a hungry, thirsty, and angry people outward towards foreign enemies. Nations go to war with each other for many reasons, because they have been historical enemies, enmity between leaders, economic advantage, fear of being attacked, fear of their own people, dreams of epic conquest and eternal glory by their leaders, in short, ego. These and a host of other reasons often find their root in the leaders themselves. The nation state makes war when the leader or leaders decide to go to war. It is not a traffic accident, it is a voluntary choice. In addition to wars across borders there are internal power struggles that become civil wars along the lines of ideology, race, religion, or more often a mixture. In addition to full fledged war there are the crimes against internal populations such as ethnic cleansing, genocide, and the widespread torture and assassination of political enemies that most despots and dictators by definition engage in. In fact it is likely that half of all nations take aim at domestic enemies whom they arrest, torture, and murder at will. The internal bloodletting exceeds the external and is the future defacto mode of the modern state. The rise of technological power mirrors the rise of rulers who kill all their internal enemies and potential enemies before most of the targets even realize they are potential enemies. The 21st Century is about to invent the unbreakable technological dictatorship foreseen by George Orwell and Aldus Huxley, and it must be stopped. These must all be addressed in a coherent manner that is not Utopian but in a manner that dissuades, reduces, and finally abolishes these actions of mass murder. It is probable that these internal conflicts and activities may consume more lives than all the external wars in the next Century. In all these calamities named above there is a leadership and a group of people who are invested economically in the decisions to go to war or to murder. The rules of the road should address their calculations about why they war and kill and to influence this calculation to make such actions less likely to yield the results they seek, profit and power, and instead add up to hardship and imprisonment and death. To identify the enemies of humanity as those leaders and leaderships who war and kill and to separate them from their base population and their co-conspirators. To cut them out of the herd and to bind and neutralize them. This standard method and eventual fate of criminal leadership will make the calculations of future leaders more certain that the path of war, mass murder, and political torture and assassination leads nowhere. First there have to be rules and mechanisms to enforce those rules, and second there have to be examples of those leaders and their cohorts who crossed the line and paid the ultimate price. It is very likely that a few small wars against criminal regimes will be necessary to make the point that criminality is futility. At the risk of echoing Orwell, a few small wars will lead to peace...if we're lucky. To avoid large conflicts one must start at the bottom, the smallest nations and the most criminal of leaders. It will be argued that this is merely the tyranny of large nations over small states and some or many of the larger nations are guilty of the same crimes. The answer to that is yes, it is picking on the small nations, small nations run by tyrants who are bleeding their own people dry until they wither into skeletons and blow away. Do not feel sorry for these men. The method is to begin at the art of the possible and perfect this art of tyrant destruction and nation building upon a small canvas. Picasso did not start with Guernica. Yes, some, even many of the larger nations leaders are guilty of the same crimes, but how many firing squads can a man attend before he gives up murder. There are 200 nations and if several nations a year are regularly divested of their tormentors then in one or two generations even some of the biggest bullies on the block will think twice, or even thrice. That hesitation is exactly what our goal should be and in the end, in twenty years, or forty years, the rules of the road will become enshrined in the minds, if not the hearts of men. The quickest path to failure is to be too ambitious too soon. Be content with freeing the captive populations of small nations and like the business specialist who buys failing companies, reforms them by cutting the waste, promoting the good, and sharing the wealth borne of hard labor, so too might nations within a generation or less feed their own people, educate the children of the poor along with the children of the rich, and cease to spill blood to decide the questions that elections are made to answer. Choose the places where success is easiest, at the bottom, and move forward from there. If this sounds Utopian then one must be forced to admit the following.
Without new rules in place to guide the international community hundreds of millions of people will be murdered in conflicts both internal and external, that is, civilians who will be killed by the military of foreign governments and by their own government. (The majority of war dead are civilians) War has not gone out of fashion in the 21st Century and the crimes of the last Century will be repeated. A WWI type scenario fought with nuclear weapons seems more and more likely every day. The United States and the West will be left to clean up the insurmountable mess, that is if they survive. The peace will be finite and more nuclear exchanges will follow the first. Should the current great powers emerge as victors they will be destroyed financially, politically, and spiritually. Their time of relevance will have passed. Out of the numerous genocide type events since 1945 none of them have been prevented even after the signing of enough agreements against genocide to wall paper a house. The United Nations was meant to save us from this fate but it has so far failed. One reason the UN has failed is that it represents the rights of nation states above those of individuals, and in the age of the coming technological dictatorship the rights of individuals are more in jeopardy than ever before.
World Court and International Bill of Rights: Clearly a different plan is needed. A new international convention on war, genocide, and human rights is in order. A collective military force composed of divisions from member nations should be created that will periodically practice together and is robust enough to defeat a determined foe. In short, the collective whole must be, generally speaking, greater than any single one of it's parts. The mandate for the use of this new collective armed force is to guarantee the existing borders of member states ONLY. This means that if Iraq invades Kuwait the international force is required by treaty to use force to expel the hostile force and return the borders to their previous location. This mandate alone, enforcing previously agreed upon borders, is the sole mission of the collective armed force and these ground forces may not be used for any other reason. Great care should be taken not to allow the world to be split into opposing camps over this international limited use of force. The net result should eventually be a seventy (70) nation army prepared to defend the border security and border integrity of all member nations. This organization will preclude the necessity of any one nation being the international peace keeper for the entire world, will fill the void left by the US, and in practice will protect the weak nations from being absorbed by the strong ones. Nations with large standing armies eventually through mutual agreement shift to a home defense posture in the absence of the need to project large forces over great distances. This process will take place by mutual agreements to reduce gross military budgets by 5% a year for ten years, followed by a few years of consolidation and verification and then continue the same process. This type of environment will not be easy to establish but if the largest military in the world follows through then momentum and convention will be established. What is being argued for is not unilateral disarmament, which was tried in the 1920's and when Japan and Germany rearmed openly without hindrance the war began again. Economic self interest and assertive populations must demand adherence from their leaders. There must be a mechanism for dealing with those who cheat that make this advantage unattractive. Let us sidestep the enforcement issue for a moment and acknowledge that preserving borders is very much akin to fighting the last war. Open war across borders may not be the biggest problem in the next Century.
Definitions: Genocide and elimination type events wherein heads of state mass murder their own citizens are more easily addressed. The international community will place a multimillion dollar bounty, dead or alive, on the head of a national leader who uses genocide and mass murder as an instrument of state power. Government ministers and generals may have multimillion dollar bounties as well. A special fund and special international court will be established for this purpose. The court will use and build upon the Nuremburg Code and definitions to determine when these definitions apply to national leaders and their functionaries. The definitions will be expanded to protect domestic political opponents from elimination actions as well as internal populations such as indigenous people and minorities. Any head of state who engages in such actions against their own citizens is an enemy of humanity and will be treated as such. Member nations will be required to detain all suspect criminals and curtail all related economic activity. Those who follow the rules and economically isolate the foe will receive just compensation from the member states. Military force along the lines of the air campaign used in Yugoslavia may be used to actively stop an ongoing genocide by attacking the hostile military force or it's proxy. The limitation about using the full military might of member nations should remain in place to avoid splitting up the alliance and over reaching by the court. Potential criminal heads of state will make the political calculation that genocide and elimination actions such as ethnic cleansing are not going to pay off if they face the certainty of economic sanction, limited military force, and eventual prosecution by the international court or arrest and even assassination by their own people. An international bill of rights will enshrine the rights of all people to basic human rights including the rights of free speech and the peaceful redress of grievances and other peaceful political activity and any head of state who violates those rights or allows their government to violate these rights individually or in a gross systematic manner such as unlawful imprisonment, torture, or murder of their citizens is subject to prosecution by the special court. The provisions for political rights lead to the use of court action against the government leaders but not limited military actions unless the sheer scale of repression crosses the clear lines the court sets for genocide, elimination actions, and related crimes. Limited military actions against an ongoing genocide, elimination action, or related event will be at the discretion of the world court and only arrived at with due deliberation and caution. Since the definitions of genocide and elimination actions are often flexible and seem to be applied to all manner of crimes, it may be necessary to put an arbitrary number upon the deed. It is better not to act and preserve the unity of the members than to act when the lines are not clearly crossed. Much will depend upon the wisdom and independent nature of the court. These international conventions will protect small nations, vulnerable minority populations, and political activists from destruction by the power of state leaders who wish to use mass murder and force against their weaker neighbors and internal political opponents. The international military force will probably have to demonstrate their resolve to use force to enforce existing borders, but after these first few military actions have taken place and been successful in their limited mandate it will be clear to future aggressors that violating international borders and invading neighbor countries is a road that leads nowhere. Likewise once the aggressive use of limited military force has been used to stop genocide, elimination actions, and ethnic cleansing and the criminal heads of state and government ministers have been turned into the international court during economic hardship for the reward and arrested or assassinated by their own people, then future potential genocides will be avoided. Mediation by the court of persistent conflicts and border disputes will ideally diffuse potential future conflicts.
How I Learned to Hate the Bomb:
Nuclear disarmament will preclude a large scale exchange triggered by events similar to those of WWI. The collective security paradigm will come about in stages.
First, Nations will join the international force by certifying their borders with their neighbors, then supplying a division(s), depending on their population. Nations will agree to defend international borders without exception, and in principle, to begin mutual defense spending reductions in future years, and eventual mutual nuclear disarmament. Member nations agree to contribute to the mutual defense and abide by the decisions of the World Court.
Second, Mediation of existing military conflicts and border disputes will go before the special court and will be decided there under binding arbitration rules.
Third, Signatory nations will agree in the future to fund and staff the special court with nine internationally recognized jurists and to fund bounties placed upon criminal heads of state judged to be enemies of humanity. They will agree to arrest all such persons within their borders and exclude economic ties with such persons and their dependents or agents. They will support limited military attacks such as air campaigns to stop genocide when called upon by the special court and supply the mutual defense forces to do so. There is no mandate for the military overthrow or invasion of a nation, rather they will exist to protect existing borders, enforce economic blockades, arrest criminal leaders, and in the extreme cases when necessary to use air power to slow or stop a genocide or related action. The ultimate target of military and economic force must be the criminal leadership and wholesale invasion of a nation does not fit this paradigm. If an extreme case is at hand a unanimous vote by all member nations will authorize invasion of a nation but only as a last resort. The members must remain united or a split will form that will set off a new chain of events and a new arms race.
Fourth, nations will agree to honor the international bill of rights to protect lawful speech and lawful political activity within their own borders. Nations will release all persons designated as political prisoners, and in return all past violations of human rights MAY be waved by the special court by mutual agreement.
Fifth, nuclear disarmament will take place in stages once all major nuclear nations join. Nations with many thousands of weapons will reduce to one thousand total. Nations with hundreds will reduce to one hundred, and the rest will reduce to one only. The next step several years later will take place after the nuclear fuel supply has come under international control, from mining to enrichment to fuel production and all future construction and operation of civilian nuclear power. An international corps will be charged with design and operation of all nuclear power plants of a standardized design and be charged with securing all nuclear materials. The international corps will take the form of a government and private industry consortium with shares held by construction firms and governments. Then nuclear nations will reduce by a factor of ten their weapons so that two nations have one hundred devices each and a few others have ten. The third phase eliminates all existing stocks save the two largest, which will be dismantled and placed under international control until the devices expire due to natural deterioration. If any nation manages to break the treaty and begins building nuclear weapons the treaty nations at the direction of the court may reassemble the remaining 200 nuclear devices and use them if necessary to stop the emergent nuclear threat. All member nations will allow weapons inspections in all instances in all locations.
Finally, All nations who wish to may agree to the first four of these aspects of mutual law but any nation that wishes to remain within the mutual security agreement MUST agree to ALL FIVE of these aspects within TEN (10) YEARS time from the start of membership. Member nations are not bound to protect non-member nations from invasion but they are bound to support the provisions dealing with genocide and related crimes.
Home Defense: These agreements will not change the world overnight, but when entered into in combination with economic development programs the synergy of economic and military cooperation will create advantages for members that other nations and their citizen populations will find desirable. It is estimated that the Cold War spending on weapons cost the US an amount of money equal to all the collective contents of the US except for the value of the land itself. Current defense spending in the US amounts to nearly half of every dollar spent by the government. The planned reductions in defense spending world wide will be translated into non-defense spending on the new humanitarian and scientific initiative. By agreement the first ten years will see defense spending cut in half. It is then advisable to transform armed forces into home defense style forces designed to engage in defensive action with the exception of those units designated for mutual defense. Nations may require military training for all citizens who reach legal age but the investment of state funds in large scale weapons systems for home defense will be discouraged. Expensive weapons systems necessary for collective defense will be designated and developed by mutual consent of member states. Those national leaders who cheat will be identified and sanctioned by the world court and suffer economic sanction and if necessary legal sanction of their leaders. One aspect of the New Marshall Plan is the drive to increase the health, longevity, education, and stability of national populations in developing nations to near parity with those of the developed world. It is necessary to have a mechanism for the people of failed states to exert their collective will to participate, even in environments controlled by hostile corrupt leadership. Hostile and corrupt leadership depend upon control of state or privately owned communications to manufacture consent for war and other aggressive actions. It will be necessary to put into place a world wide wireless broadband internet to void control of state communications that historically have been used to motivate populations towards war and genocide. Such an all encompassing communications medium will break the hold of propaganda programs that depend upon exclusive control of the message about matters as weighty as war and peace. An open source wireless broadband that requires only a modem and CRT screen to participate in the global discussion and marketplace will break the back of state controlled propaganda that drive people to make war and participate in elimination actions. The free and open flow of information helps create a global consensus and fosters trade with regions historically outside of world trade.
Plebiscite: The international community (instructed by the court) may hold a vote within any nation with a life expectancy in the bottom 50% of nations by agreement, or if not allowed to by a hostile government, then by electronic means such as by cell phone or wireless broad band with a majority (50%) of the population of age participating in the vote. If 70% of the people voting (out of at least 50% of the citizens) vote to participate in the New Marshall Plan then a mechanism for making that state a ward of the international community should be set into motion and the existing government hierarchy and ruling elite should be peacefully persuaded with monetary inducements and potential sanctions to allow a caretaker government to be appointed by the international community and the nation building program with clear numerical goals of a known methodology and duration be set in motion. The world court may employ an ambassador for this purpose and the development contract must be very specific about goals and time tables. The contract may evolve with a national consensus on targets for life expectancy, standard of living, population targets, ecological conservation, and agricultural and industrial development goals. The ambassador will submit example contracts for discussion and consensus by the entire population that evolves into a consensus contract ratified by at least 70% of the people. Any nation with a life expectancy that is 80% of the world average is immune from such plebiscite but may hold such a vote internally. Smaller dysfunctional nations are the logical choice for such peaceful intervention and any nation with a population over 100 million is also immune from external plebiscite. It is probable that collective security and the New Marshall Plan will take a generation to reach a tipping point, that is if the errors can be ironed out and enough momentum gained that the ultimate goals of peace and prosperity appear to be attainable. Choosing the first battles and the first national projects carefully will allow time to grow the staff and expertise necessary to succeed over the long term. Choosing the nine international jurists from among member nations is the most important step. It will be done by mutual agreement and those established judges from stable independent judiciaries will be submitted by their peers and those with the most votes will be chosen to form the first body. The basis for voting will be the written judicial decisions of the jurists during their careers. Since the developed nations will be supplying the expertise and resources these nations will choose the first court body based upon the size of their contribution to the New Marshall Plan. Decisions of the nine member court will be made by a majority vote. Choosing corrupt or incompetent judges will mean the court is fated to fail, while the choice of wise, cautious, and fair personalities will mean domestic peace and tranquility. After 20 years the replacements will be chosen universally among the member states from a list submitted by the community of jurists, with very small member states with populations below ten million will have one vote each. Nations with populations up to one hundred million will have two votes and nations with over one hundred million will have three votes. Nations with over three hundred million souls will have four votes. Bribes paid to influence the vote will disqualify the parties involved from participation for ten years time. Judges serve for life and may be removed by a unanimous vote of their peers on the court or by a three fourths majority (75%) vote of member states. All deliberations, opinions, and votes will be made public in writing within a reasonable period of their completion. Rash or unjust use of military force will result in a breakdown of the international force and refusal of member nations to participate.
Human Constructs Fail: Evil men will still rule nations but their actions will be constrained by the possible consequences of judgments by the court of violations of law such as waging aggressive war, and being the recipients of personal legal sanction, economic penalty, and limited military action. It is certain that member nations will be tested from time to time. People act in their own self interest so it is only when leaders and citizens believe that these cooperative agreements and joint projects pay dividends to them personally will they be enthusiastic signatories to these agreements and initiatives. All human constructs are artificial and thus prone to failure, but if the use of force is made in a limited and conservative manner on a case by case basis and is neither too ambitious in application nor too hesitant as to be perceived as ineffective, then these agreements will over time have the desired effect of greater international peace and prosperity without creating a world super state, while preserving the rights of individuals and individual nations to self rule and self determination. The basic political unit of expression and action is the individual and not the state. The desired function of the world court is to harmonize and pacify relations between nation states and mediate conflicts. The court will ideally protect the rights of vulnerable individuals from the abuse of state power by national leaders. The potential targets of legal action by the court are the criminal leaders and leadership of nations. Dictators by definition engage in the violation of human rights and will gradually be made less viable in a new political environment created by the court. Captive populations will vote for freedom and humanitarian aid. Free and fair elections potentially provide a continuous change in leadership according to the wish of the people and make armed revolt and civil war unnecessary. The use of state power to subjugate the individual and by extension subjugate entire national populations and enslave or murder them has become more easy with the increasing power of technology in the 21st Century. A mechanism to curtail this power and stop hundreds of millions of innocent civilians from being murdered for political and economic gain is necessary. It is hoped that the crimes of the previous hundred years will not be repeated and that an international court will be able to stabilize and harmonize the world community without creating divisions among member nations or creating an all powerful world government that could itself be used as a means of political and economic subjugation. The use of legal sanction, limited force, and plebiscite have the potential to slowly transform the family of nations in terms of their economic, social, and political development. The creation of a collective defense paradigm and the end of the world wide arms race make it possible to displace military spending as the driving economic and political force among nations. The first ten years will witness the rise of collective security, a world court, international control of nuclear energy, nuclear weapons reductions, and the beginning of a humanitarian and scientific initiative on the path to end disease and hunger, and preserve the planetary ecology.
One More Thing: The glaring problem of instigating new governments in developing countries runs head long into the previous paradigm. International debt was engineered as a means of controlling developing nations and trading their mineral wealth for payment on the interest of debts that were created by giving loans of incredible size to dictators in the 70's and 80's that were never meant to be paid back. Instead of controlling the world with occupation armies and colonial possessions held in military bondage, developed nations used eternal debt as a means of forever holding subject nations in a kind of perpetual slavery through debt. The mineral wealth of these nations was extracted by installing a friendly regime and giving them enormous bribes in exchange for exclusive rights for looting the wealth of the nation. The debtor nations could never hope to pay back the principle and in effect used their renewable and nonrenewable resources in trade to pay the interest. Whenever they were in danger of defaulting the IMF would step in and give them a loan in return for tightening their belts, which is a euphemism for starving their children and elderly. The vested interests who hold the debt of the developing nations as well as the multinational defense contractors represent a vested interest of very wealthy and powerful interests who will have to be in effect bought off in order to move forward. In addition the international mining interests who have a huge stake in the nonrenewable resources of developing countries will also have to be given a consideration for their existing contracts and considerable investments in foreign operations. It is possible to coerce the defense contractors by giving them contracts on a cost plus basis to switch to development type contracts to build a public health infrastructure and agricultural infrastructure and other trappings of nation building. The international mining interests must be given assurances that their existing contracts in developing nations will not be voided and that they will have access to these resources for the foreseeable future. If any attempt is made to run the defense contractors out of business or to cut off the mining interests from their access to the resources of developing nations it is highly doubtful that the humanitarian and scientific initiative will succeed. The defense contractors will probably accept a development package for individual nations on the basis of cost plus 15%. Mining corporations have had a much better deal and they will probably have to be given an exclusive right for decades to mine all the natural resources of a given country they have sunk costs into in exchange for a smaller return on their investment. These kinds of bargains will be necessary to avoid political battles that cannot be won with entrenched interests. The important thing is to secure the long term peace and prosperity for developing and developed nations. The equitable division and management of renewable resources will also be a part of any contract between the international community and developing nations. The area near the equator holds 50% of all known species of plants, animals, insects, etc and these should be preserved by direct transfer payments of 15 billion a year or some similar sum. This large sum will secure the forests that function as the lungs of the planet and most known life forms. Renewable resources such as timber, wild game, and fishing rights will be managed in order to maximize the yearly harvest into perpetuity. This means resources will be managed to last forever and to allow people to harvest the optimum amount per year. These quotas will be determined by biologists and will take into account the need to maximize wild life diversity as well. In other words fishing interests will take the maximum possible without destroying the resource or the wild life who share the resource. Example: Cod harvests might be optimal at 15% of the yearly population, or 5 million tons, taking into account the 2 million tons eaten by other species. Thus the cod populations do not decline radically from year to year and fishermen and other species are all in a state of equilibrium. It is human nature to harvest a nonrenewable resource until it collapses or goes extinct and this can no longer be allowed to proceed unchecked. Optimizing resources and sharing them in an equitable manner will be adjudicated by the court or it's designated representatives who are experts in the field. The nations who share the harvests or the nation that harvests resources within it's borders will ratify the targets and methods of harvesting. Disputes between nations or within national borders may be brought before the court. Those who break the agreements are liable to sanctions both economic and criminal before the court. Operational plan for Sunday, August 7th, 12:00 EST
Members of the 704th MI Brigade will cease to carry out illegal orders and will actively seek to detain superior officers who attempt to continue illegal activity. Beginning now, a reward of $10,000,000 (ten million) will be paid to the person or persons able to neutralize General Keith B. Alexander to prevent further attacks. This task will be specifically delegated to Special Forces, Seal Teams, Delta Force, JSOC, and other various Special Forces teams used in high risk operations. These orders do not limit the reward or the dangerous task to them alone. All resistance forces tasked with stopping the 704th will be in a state of readiness and maintain their position and posture in anticipation of hostile acts. If attacks are made against US civilian and/or military leadership they must respond rapidly with overwhelming force. Those members of the 704th and their cohorts who refuse to follow illegal orders and actively oppose their criminal leadership to bring hostilities to an end will be given a Presidential pardon, a $1,000,000 (million) reward, and will be protected under the witness protection program. The standing orders are to terminate the command of the 704th using all necessary force, including if necessary, lethal force. Efforts to sabotage the systems software and hardware of targeted weapons systems are crucial. If all loyal officers and men commit together and oppose illegal orders, success is probable. All land and sea forces will begin offensive operations if any large scale attacks are made against civilians or leadership. The office of the President will have final say to approve the go code, “Aquarius”, that signals offensive operations on Sunday, August 7th, 12:00 EST. If no authorization is given in the next 24 hours, then loyal offensive forces will stand down. The executive and legislative branches are empowered to reach a reasonable compromise with hostile forces and their leadership.
If Operation Aquarius is unsuccessful due to, potential dangers too great to leave to chance, failure of members of the 704th to stand down and refuse illegal orders, or the President of the United States decides to forgo operations, or other reasons, then a follow up action will go into effect (Plan B).
The following Sunday, August 14th, 12:00 EST, USA, (12:00 in distant time zones to avoid night time protests), civilian volunteers, protestors, will converge on many different locations, major cities, State Capitols, and similar places of importance. These protests will focus on the current economic conditions, unemployment, forced layoffs, hunger, homelessness, and the economic malfeasance that led to the economic recession the world finds itself in. These protests will ostensibly be about the recession, but will in fact be targeted at the crimes against humanity that are being perpetrated by a few military intelligence officers and their cohorts. The speech or speeches recorded by Marshall Gregory Thomas will be broadcast to as wide an audience as possible, in as many locations as possible. The protestors will show their solidarity by wearing white, and once they are assembled, different speakers will inform and exhort the listeners with stories of the crimes being committed in their name. Volunteers will speak to the masses and drive home the message about the reforms necessary to end the secret dirty war. The single most important demand will be that the leader(s) of military intelligence resign from office, and that a Congressional committee be assembled, along with a series of truth and reconciliation hearings to be held in multiple cities simultaneously. The various truth and reconciliation committees and the Congressional Committee will ideally begin hearings within 24-72 hours. Political pressure must be applied to leaders to force these measures into action. After these public protests, citizens will organize online and agitate for the end of hostilities, and the political change they deserve, the four goals. Civil authorities will detain and debrief suspects in a uniform manner, and make their findings known to the public immediately, in real time.

Collective Security, Genocide, and Human Rights Agreement: All of the people listening here today have contributed in some way in trying to end a terrible war. The war is not over and the world is not safe. It is not the end, it is perhaps, the end of the beginning. We do not live in a world where the future is already decided, the future depends on what you do today. There are a thousand permutations of possibility leading to the future for ourselves and our children. A myriad of doors are open and the ones that we walk through today determine the future. What all people everywhere are faced with is a cascade event where time and causality have led us to a turning point of epic proportions. Our actions are magnified wherein small decisions made or not made now can set in motion a cascade of events, that lead to larger and larger outcomes, both good or bad. The actions of free individuals working together now can have a greater impact on future events than at anytime in living memory. Utopian views of humanity or Utopian views of the future are unrealistic and destined to fail but without a concerted effort for a brighter and safer tomorrow, events may lead to a default world that is undesirable and perhaps worse than can currently be imagined. The basic idea is to begin a conversation about what kind of world we want to live in, and to take bold measures to make it happen. Social engineering can be just and successful if the measures to be taken are part of a consensus that is mutually beneficial and arrived at with agreement by 70% or more of national and international populations. Only initiatives that make sense and are attractive to the man on the street will work. Likewise if Utopian views of humanity are taken as fact and unrealistic expectations are institutionalized then terrible things may occur. Having said this it is inescapable that the future will arrive, but it is up to us to strive to make it one that we can live with. The future belongs to those who plan for it.
The Battle for Hegemony : For hundreds of years there has been a battle between nations for supremacy. For Centuries Spain, France and England were contending, with Spain supreme in the beginning, then France had the upper hand, and finally England emerged as the leading world power in the 1800's. England was devastated after the two world wars as were the other colonial powers and America and the Soviet Union began their long struggle for supremacy known as the Cold War. The US basically won when the USSR went broke and the US became the lone world super power. Very rapidly, economic reversals and military stalemates in small wars may have brought the political class in the US up against the hard reality that the age of empires was passing away or had already passed. This idea of a post empirical world is not universally held but certain facts can not longer be ignored. The US has the most powerful military technology and presently has no immediate rivals for military supremacy. However, one nation with less than 5% of the world population cannot sustain military and economic hegemony for very long if at all. America began as the original anti-colonial nation which defeated the world's greatest super power in a guerilla war two hundred and twenty years ago. The people of the US have historically had no taste for foreign intrigue and empire but the political and financial elites have had a hard time saying no to foreign conquest for the sake of wealth, power, and the usual motivations that drive men to want more than they can put into their mouths at one time. The people of the US have historically seen the role of US military might as the world's policeman, protecting freedom from tyranny and protecting the weak from the strong. If along the way the resources and wealth of nations fell at the feet of domestic industry then it was only a happy accident. Foreign intervention was either driven by our role as a protector of the weak or less admirable motives, suffice it to say, stuff happened along the way. America was not entirely without self interest, but in a world without a robust US, the last 100 years might have been disastrous for western civilization, and the human rights the world holds so dear. The US and USSR were armed with tens of thousands of nuclear weapons that neither side dared to use, or a world wide conflagration would result. Instead the two great powers faced off through proxy wars in dozens of small countries, starting revolutions, counter revolutions, and civil wars that raged for generations. The entire Third World became a battlefield of one sort or another. The human toll of the post colonial era may have added up to one hundred million deaths by the end of the contest. It would have been better not to have fought the dozens of small wars by proxy but the battle was a battle for world domination at whatever cost. Had this desperate battle between men who would stop at nothing to win have been lost, then Europe and much of the globe would have stagnated for generations. Anyone who has ever traveled to a "workers paradise" in the Communist era would agree. The US was not without fault or censure for errors of action and omission but on the whole the American Century has been a very positive outcome for humanity. The present state of affairs in economic and military affairs is becoming more precarious and unstable. What is wanting today is a smooth transition to a new paradigm because nature abhors a vacuum. President Woodrow Wilson was an academic who saw the necessity of the League of Nations and the necessity of transitioning from a Colonial world to one where the emerging nations would at least have a say in their own destiny. The American idealist proposed his fourteen points to the world and the man on the street agreed, but their leaders lived in a world of real politic. The Colonial powers clung to a stubborn peace that caused famine among the enemy and the continued subjugation of those peoples deemed too inferior to manage their own affairs. The Colonial powers probably poured more money into their foreign holdings than they collected, but a powerful minority did reap the benefits, and foreign possessions were integral to how these nations saw themselves, as great powers on the world stage. Wilson tried to instigate a just peace, join the League of Nations, and slowly transition to a post Colonial period...but he failed. If Wilson's vision of a just peace, a fully functional League of Nations, and the gradual, step wise end of Colonial subjugation had been realized then the 20th Century would have looked quite different. The continuation of the Great War might not have happened, the League might have worked better, and the Colonial wars of liberation would have been unnecessary. In total the two great wars cost about 75 million lives and the wars in the second half of the century cost about 100 million lives. The record of treasure expended is not so clear, but must be accounted for as well. It is conceivable that WWII would not have occurred, and the small wars of Third World nationalism would not have happened, or at least they would not have cost as much blood and treasure as WWI and WWII combined...which they eventually did. One could argue that all could not have gone so smoothly and that nations and humanity would have found something else to fight about, and all that may be true...But lancing the boil of WWII and Vietnam, and a host of other wars could not have been a bad thing. Had Wilson succeeded in translating his vision, universal peace would probably not have broken out over the next 100 years but they would have had to try harder to find another reason to kill each other off by the hundreds of millions. The 20th Century is a history written in blood and the 21st Century is staring us in the face. What is advocated here is, like President Wilson, we propose our version of the 14 Points and rally around the cause of peace built upon a new paradigm. First, we must avoid Utopian views of Mankind and the urge to form a one world government. People and nations desire independence of outside control, and a single world state could easily become a dictatorship. The main enemies of peace are the leaders of nations who make decisions to attack their neighbors, their own populations, and to build new weapons of mass destruction for these purposes. The central idea is to affect the mental calculus of national leaders and dissuade them from making these kinds of decisions for personal or national advantage. Rules must be agreed upon that will stop the strong from taking over the weak. Minority populations within countries must be protected from elimination actions such as ethnic cleansing, mass murder, and genocide. Finally, the world wide arms race in nuclear and conventional weapons must be ended. The manner of formation and interpretation of these rules shall be a world court, a judicial body to interpret and order enforcement of the rules. The means of enforcement of this collective security must be real and as such must be a military force comprised of member nations capable of robust military action to enforce the judgments of the court. Without enforcement power all rules and laws are just words and pieces of paper. It is not the first time this kind of idea has been tried, and if it fails it will not be the first time either. If we succeed then the wealth of nations may be spent upon science and human health and well being, other than weapons of greater and greater destructive power. If we should fail, well then at least when Humanity sits among scattered areas of nuclear waste lands in 100 years, millions or even billions have died, and the earth lies in shambles, we can have the satisfaction of calling from the grave, "I told you so". In all sincerity we must try for the smooth transition that failed 100 years ago and we must succeed. Failure is not an option because WWI fought with nuclear weapons represents a disaster for Humanity so profound, it can scarcely be contemplated.
100 Ritual Schools of Thought Contend: The concept of a multipolar world made up of many nations that are regional powers and who hold aspirations for global leadership appears to be the new reality. Already in the new century one sees China and India as emerging rivals while China aids Pakistan to build nuclear weapons in an alliance against India. Brazil, Turkey, and other emergent powers are contemplating acquiring nuclear weapons of their own. This new dynamic recalls the situation in Europe exactly 100 years ago when many nations held such aspirations and they formed interlocking alliances predicated on the concept of mutual defense. Stated simplistically, when one small nation attacked another the entire set of alliances drew all nations into a cataclysmic war that destroyed everything that had come before. The US can no longer afford to be the world's policeman and this is probably no longer desirable anyway. It can be proven that war is the natural state of humanity merely because that is what has always occurred. It is self evident that in the whole history of civilization there has only been a brief period of peace. Every new invention produced by the hand of man has first been turned not into a plow but into a sword. It is foolish to attempt to argue otherwise. When one looks at nature herself one sees conflict and the bloody struggle for survival dictated by the law of the jungle, the law of tooth and claw. Having noted this fact who could argue otherwise. Nature, if one peers deeper, does not in fact show us a bloody massacre at every turn. The males of the species, name any of them, battle for the position of dominance and the right to mate and sire offspring, but they contest in a ritual manner and when the loser is vanquished it is not to the grave, but merely to a lower rank within the group of males. Nature in her wisdom has decided that the males should contest with intensity and bravado, but not to the point of death or to mass slaughter. Such an outcome would be biologically wasteful, unwise, and self defeating. This rule holds as true for the common wild turkey as it does for the majestic lion. To contest until there is a slaughter en mass has been left to humans alone. Man is not the animal that laughs, he is the animal that makes war. Even though nature has frowned upon the idea, man has seen fit to institutionalize it and hold it high. It has always been with us and so it may always be with us until such time that the world is destroyed. There is no other conclusion in the age of nuclear weapons and even more devious and terrible inventions lurking on the horizon, and just beneath the surface. The world wide arms race is the never ending contest to invent such powerful weapons that no one would dare think to start a war. The problem is they always do start a war. Weapons labs and scientists with unlimited funds and time are driving us toward the day of the doomsday weapon and that day is closer than you think. Perhaps if war were a ritualized endeavor that was a contest between elites like the lords and knights of old, or a contest within certain parameters that constrained the slaughter while settling the dispute, then war might not consume the world entire. One suspects that such a new ritual could only hold for a finite period of time before the advantage of maximum force dictated someone must cheat and begin where we had recently left off. Thousands of years ago men chose kings but they were not the kings that we know today. The ancient kings were chosen as temporary totem figures, men who reflected the forces of nature. When drought hit the land sympathetic magic dictated that the king be bathed five times a day and be made to drink water prodigiously to appease nature and bring back the life giving rain. If a deluge of rain swamped their crops they behaved the opposite. The king was forbidden to bathe and allowed only enough water to sustain life itself. In short the king was a conduit to the powers of the universe, but he was like a totem doll, not a supreme ruler. If the drought continued they might eventually banish him or drown their king as a sacrifice to stave off starvation for the whole of the people. Eventually the king would be sacrificed, regardless of his utility, as a means of placating an angry and vengeful God. The original kings were allowed license for only a brief time and then sacrificed. It was bargaining with nature, plain and simple. If we give you this man's life then you might spare the whole of the people the terrible fate of disease and starvation for one more year. This use of a ritual king continued until one year a king who was more clever and fortunate than his predecessors decided that he, the king, should appoint another to be sacrificed in his place. He walked among the people and chose a perfect child, divine in origin, or so he said, to go in his place. The king remained in his seat of temporary power year after year while others went in his stead. In this way the ritual to appease the Gods was twisted into the form of king we recognize today. The king is merely a ritual sacrifice who outsmarted us all. Perhaps it was time for centralized leadership and this was an advantage to the people that before had not been necessary. Suffice it to say ritual has been tried before and it would only last until the advantage to cheat was too great not just for one man but for many ambitious men. Now we are brought back to the face of the present dilemma. If no ritual form of war will hold then what hope is there for a world soon to be groaning under the weight of ten billion souls, all packed into nations armed with weapons of mass destruction for which there is no defense. These overpopulated nations armed with aspirations and nuclear weapons will seek to turn the wrath of a hungry, thirsty, and angry people outward towards foreign enemies. Nations go to war with each other for many reasons, because they have been historical enemies, enmity between leaders, economic advantage, fear of being attacked, fear of their own people, dreams of epic conquest and eternal glory by their leaders, in short, ego. These and a host of other reasons often find their root in the leaders themselves. The nation state makes war when the leader or leaders decide to go to war. It is not a traffic accident, it is a voluntary choice. In addition to wars across borders there are internal power struggles that become civil wars along the lines of ideology, race, religion, or more often a mixture. In addition to full fledged war there are the crimes against internal populations such as ethnic cleansing, genocide, and the widespread torture and assassination of political enemies that most despots and dictators by definition engage in. In fact it is likely that half of all nations take aim at domestic enemies whom they arrest, torture, and murder at will. The internal bloodletting exceeds the external and is the future defacto mode of the modern state. The rise of technological power mirrors the rise of rulers who kill all their internal enemies and potential enemies before most of the targets even realize they are potential enemies. The 21st Century is about to invent the unbreakable technological dictatorship foreseen by George Orwell and Aldus Huxley, and it must be stopped. These must all be addressed in a coherent manner that is not Utopian but in a manner that dissuades, reduces, and finally abolishes these actions of mass murder. It is probable that these internal conflicts and activities may consume more lives than all the external wars in the next Century. In all these calamities named above there is a leadership and a group of people who are invested economically in the decisions to go to war or to murder. The rules of the road should address their calculations about why they war and kill and to influence this calculation to make such actions less likely to yield the results they seek, profit and power, and instead add up to hardship and imprisonment and death. To identify the enemies of humanity as those leaders and leaderships who war and kill and to separate them from their base population and their co-conspirators. To cut them out of the herd and to bind and neutralize them. This standard method and eventual fate of criminal leadership will make the calculations of future leaders more certain that the path of war, mass murder, and political torture and assassination leads nowhere. First there have to be rules and mechanisms to enforce those rules, and second there have to be examples of those leaders and their cohorts who crossed the line and paid the ultimate price. It is very likely that a few small wars against criminal regimes will be necessary to make the point that criminality is futility. At the risk of echoing Orwell, a few small wars will lead to peace...if we're lucky. To avoid large conflicts one must start at the bottom, the smallest nations and the most criminal of leaders. It will be argued that this is merely the tyranny of large nations over small states and some or many of the larger nations are guilty of the same crimes. The answer to that is yes, it is picking on the small nations, small nations run by tyrants who are bleeding their own people dry until they wither into skeletons and blow away. Do not feel sorry for these men. The method is to begin at the art of the possible and perfect this art of tyrant destruction and nation building upon a small canvas. Picasso did not start with Guernica. Yes, some, even many of the larger nations leaders are guilty of the same crimes, but how many firing squads can a man attend before he gives up murder. There are 200 nations and if several nations a year are regularly divested of their tormentors then in one or two generations even some of the biggest bullies on the block will think twice, or even thrice. That hesitation is exactly what our goal should be and in the end, in twenty years, or forty years, the rules of the road will become enshrined in the minds, if not the hearts of men. The quickest path to failure is to be too ambitious too soon. Be content with freeing the captive populations of small nations and like the business specialist who buys failing companies, reforms them by cutting the waste, promoting the good, and sharing the wealth borne of hard labor, so too might nations within a generation or less feed their own people, educate the children of the poor along with the children of the rich, and cease to spill blood to decide the questions that elections are made to answer. Choose the places where success is easiest, at the bottom, and move forward from there. If this sounds Utopian then one must be forced to admit the following.
Without new rules in place to guide the international community hundreds of millions of people will be murdered in conflicts both internal and external, that is, civilians who will be killed by the military of foreign governments and by their own government. (The majority of war dead are civilians) War has not gone out of fashion in the 21st Century and the crimes of the last Century will be repeated. A WWI type scenario fought with nuclear weapons seems more and more likely every day. The United States and the West will be left to clean up the insurmountable mess, that is if they survive. The peace will be finite and more nuclear exchanges will follow the first. Should the current great powers emerge as victors they will be destroyed financially, politically, and spiritually. Their time of relevance will have passed. Out of the numerous genocide type events since 1945 none of them have been prevented even after the signing of enough agreements against genocide to wall paper a house. The United Nations was meant to save us from this fate but it has so far failed. One reason the UN has failed is that it represents the rights of nation states above those of individuals, and in the age of the coming technological dictatorship the rights of individuals are more in jeopardy than ever before.
World Court and International Bill of Rights: Clearly a different plan is needed. A new international convention on war, genocide, and human rights is in order. A collective military force composed of divisions from member nations should be created that will periodically practice together and is robust enough to defeat a determined foe. In short, the collective whole must be, generally speaking, greater than any single one of it's parts. The mandate for the use of this new collective armed force is to guarantee the existing borders of member states ONLY. This means that if Iraq invades Kuwait the international force is required by treaty to use force to expel the hostile force and return the borders to their previous location. This mandate alone, enforcing previously agreed upon borders, is the sole mission of the collective armed force and these ground forces may not be used for any other reason. Great care should be taken not to allow the world to be split into opposing camps over this international limited use of force. The net result should eventually be a seventy (70) nation army prepared to defend the border security and border integrity of all member nations. This organization will preclude the necessity of any one nation being the international peace keeper for the entire world, will fill the void left by the US, and in practice will protect the weak nations from being absorbed by the strong ones. Nations with large standing armies eventually through mutual agreement shift to a home defense posture in the absence of the need to project large forces over great distances. This process will take place by mutual agreements to reduce gross military budgets by 5% a year for ten years, followed by a few years of consolidation and verification and then continue the same process. This type of environment will not be easy to establish but if the largest military in the world follows through then momentum and convention will be established. What is being argued for is not unilateral disarmament, which was tried in the 1920's and when Japan and Germany rearmed openly without hindrance the war began again. Economic self interest and assertive populations must demand adherence from their leaders. There must be a mechanism for dealing with those who cheat that make this advantage unattractive. Let us sidestep the enforcement issue for a moment and acknowledge that preserving borders is very much akin to fighting the last war. Open war across borders may not be the biggest problem in the next Century.
Definitions: Genocide and elimination type events wherein heads of state mass murder their own citizens are more easily addressed. The international community will place a multimillion dollar bounty, dead or alive, on the head of a national leader who uses genocide and mass murder as an instrument of state power. Government ministers and generals may have multimillion dollar bounties as well. A special fund and special international court will be established for this purpose. The court will use and build upon the Nuremburg Code and definitions to determine when these definitions apply to national leaders and their functionaries. The definitions will be expanded to protect domestic political opponents from elimination actions as well as internal populations such as indigenous people and minorities. Any head of state who engages in such actions against their own citizens is an enemy of humanity and will be treated as such. Member nations will be required to detain all suspect criminals and curtail all related economic activity. Those who follow the rules and economically isolate the foe will receive just compensation from the member states. Military force along the lines of the air campaign used in Yugoslavia may be used to actively stop an ongoing genocide by attacking the hostile military force or it's proxy. The limitation about using the full military might of member nations should remain in place to avoid splitting up the alliance and over reaching by the court. Potential criminal heads of state will make the political calculation that genocide and elimination actions such as ethnic cleansing are not going to pay off if they face the certainty of economic sanction, limited military force, and eventual prosecution by the international court or arrest and even assassination by their own people. An international bill of rights will enshrine the rights of all people to basic human rights including the rights of free speech and the peaceful redress of grievances and other peaceful political activity and any head of state who violates those rights or allows their government to violate these rights individually or in a gross systematic manner such as unlawful imprisonment, torture, or murder of their citizens is subject to prosecution by the special court. The provisions for political rights lead to the use of court action against the government leaders but not limited military actions unless the sheer scale of repression crosses the clear lines the court sets for genocide, elimination actions, and related crimes. Limited military actions against an ongoing genocide, elimination action, or related event will be at the discretion of the world court and only arrived at with due deliberation and caution. Since the definitions of genocide and elimination actions are often flexible and seem to be applied to all manner of crimes, it may be necessary to put an arbitrary number upon the deed. It is better not to act and preserve the unity of the members than to act when the lines are not clearly crossed. Much will depend upon the wisdom and independent nature of the court. These international conventions will protect small nations, vulnerable minority populations, and political activists from destruction by the power of state leaders who wish to use mass murder and force against their weaker neighbors and internal political opponents. The international military force will probably have to demonstrate their resolve to use force to enforce existing borders, but after these first few military actions have taken place and been successful in their limited mandate it will be clear to future aggressors that violating international borders and invading neighbor countries is a road that leads nowhere. Likewise once the aggressive use of limited military force has been used to stop genocide, elimination actions, and ethnic cleansing and the criminal heads of state and government ministers have been turned into the international court during economic hardship for the reward and arrested or assassinated by their own people, then future potential genocides will be avoided. Mediation by the court of persistent conflicts and border disputes will ideally diffuse potential future conflicts.
How I Learned to Hate the Bomb:
Nuclear disarmament will preclude a large scale exchange triggered by events similar to those of WWI. The collective security paradigm will come about in stages.
First, Nations will join the international force by certifying their borders with their neighbors, then supplying a division(s), depending on their population. Nations will agree to defend international borders without exception, and in principle, to begin mutual defense spending reductions in future years, and eventual mutual nuclear disarmament. Member nations agree to contribute to the mutual defense and abide by the decisions of the World Court.
Second, Mediation of existing military conflicts and border disputes will go before the special court and will be decided there under binding arbitration rules.
Third, Signatory nations will agree in the future to fund and staff the special court with nine internationally recognized jurists and to fund bounties placed upon criminal heads of state judged to be enemies of humanity. They will agree to arrest all such persons within their borders and exclude economic ties with such persons and their dependents or agents. They will support limited military attacks such as air campaigns to stop genocide when called upon by the special court and supply the mutual defense forces to do so. There is no mandate for the military overthrow or invasion of a nation, rather they will exist to protect existing borders, enforce economic blockades, arrest criminal leaders, and in the extreme cases when necessary to use air power to slow or stop a genocide or related action. The ultimate target of military and economic force must be the criminal leadership and wholesale invasion of a nation does not fit this paradigm. If an extreme case is at hand a unanimous vote by all member nations will authorize invasion of a nation but only as a last resort. The members must remain united or a split will form that will set off a new chain of events and a new arms race.
Fourth, nations will agree to honor the international bill of rights to protect lawful speech and lawful political activity within their own borders. Nations will release all persons designated as political prisoners, and in return all past violations of human rights MAY be waved by the special court by mutual agreement.
Fifth, nuclear disarmament will take place in stages once all major nuclear nations join. Nations with many thousands of weapons will reduce to one thousand total. Nations with hundreds will reduce to one hundred, and the rest will reduce to one only. The next step several years later will take place after the nuclear fuel supply has come under international control, from mining to enrichment to fuel production and all future construction and operation of civilian nuclear power. An international corps will be charged with design and operation of all nuclear power plants of a standardized design and be charged with securing all nuclear materials. The international corps will take the form of a government and private industry consortium with shares held by construction firms and governments. Then nuclear nations will reduce by a factor of ten their weapons so that two nations have one hundred devices each and a few others have ten. The third phase eliminates all existing stocks save the two largest, which will be dismantled and placed under international control until the devices expire due to natural deterioration. If any nation manages to break the treaty and begins building nuclear weapons the treaty nations at the direction of the court may reassemble the remaining 200 nuclear devices and use them if necessary to stop the emergent nuclear threat. All member nations will allow weapons inspections in all instances in all locations.
Finally, All nations who wish to may agree to the first four of these aspects of mutual law but any nation that wishes to remain within the mutual security agreement MUST agree to ALL FIVE of these aspects within TEN (10) YEARS time from the start of membership. Member nations are not bound to protect non-member nations from invasion but they are bound to support the provisions dealing with genocide and related crimes.
Home Defense: These agreements will not change the world overnight, but when entered into in combination with economic development programs the synergy of economic and military cooperation will create advantages for members that other nations and their citizen populations will find desirable. It is estimated that the Cold War spending on weapons cost the US an amount of money equal to all the collective contents of the US except for the value of the land itself. Current defense spending in the US amounts to nearly half of every dollar spent by the government. The planned reductions in defense spending world wide will be translated into non-defense spending on the new humanitarian and scientific initiative. By agreement the first ten years will see defense spending cut in half. It is then advisable to transform armed forces into home defense style forces designed to engage in defensive action with the exception of those units designated for mutual defense. Nations may require military training for all citizens who reach legal age but the investment of state funds in large scale weapons systems for home defense will be discouraged. Expensive weapons systems necessary for collective defense will be designated and developed by mutual consent of member states. Those national leaders who cheat will be identified and sanctioned by the world court and suffer economic sanction and if necessary legal sanction of their leaders. One aspect of the New Marshall Plan is the drive to increase the health, longevity, education, and stability of national populations in developing nations to near parity with those of the developed world. It is necessary to have a mechanism for the people of failed states to exert their collective will to participate, even in environments controlled by hostile corrupt leadership. Hostile and corrupt leadership depend upon control of state or privately owned communications to manufacture consent for war and other aggressive actions. It will be necessary to put into place a world wide wireless broadband internet to void control of state communications that historically have been used to motivate populations towards war and genocide. Such an all encompassing communications medium will break the hold of propaganda programs that depend upon exclusive control of the message about matters as weighty as war and peace. An open source wireless broadband that requires only a modem and CRT screen to participate in the global discussion and marketplace will break the back of state controlled propaganda that drive people to make war and participate in elimination actions. The free and open flow of information helps create a global consensus and fosters trade with regions historically outside of world trade.
Plebiscite: The international community (instructed by the court) may hold a vote within any nation with a life expectancy in the bottom 50% of nations by agreement, or if not allowed to by a hostile government, then by electronic means such as by cell phone or wireless broad band with a majority (50%) of the population of age participating in the vote. If 70% of the people voting (out of at least 50% of the citizens) vote to participate in the New Marshall Plan then a mechanism for making that state a ward of the international community should be set into motion and the existing government hierarchy and ruling elite should be peacefully persuaded with monetary inducements and potential sanctions to allow a caretaker government to be appointed by the international community and the nation building program with clear numerical goals of a known methodology and duration be set in motion. The world court may employ an ambassador for this purpose and the development contract must be very specific about goals and time tables. The contract may evolve with a national consensus on targets for life expectancy, standard of living, population targets, ecological conservation, and agricultural and industrial development goals. The ambassador will submit example contracts for discussion and consensus by the entire population that evolves into a consensus contract ratified by at least 70% of the people. Any nation with a life expectancy that is 80% of the world average is immune from such plebiscite but may hold such a vote internally. Smaller dysfunctional nations are the logical choice for such peaceful intervention and any nation with a population over 100 million is also immune from external plebiscite. It is probable that collective security and the New Marshall Plan will take a generation to reach a tipping point, that is if the errors can be ironed out and enough momentum gained that the ultimate goals of peace and prosperity appear to be attainable. Choosing the first battles and the first national projects carefully will allow time to grow the staff and expertise necessary to succeed over the long term. Choosing the nine international jurists from among member nations is the most important step. It will be done by mutual agreement and those established judges from stable independent judiciaries will be submitted by their peers and those with the most votes will be chosen to form the first body. The basis for voting will be the written judicial decisions of the jurists during their careers. Since the developed nations will be supplying the expertise and resources these nations will choose the first court body based upon the size of their contribution to the New Marshall Plan. Decisions of the nine member court will be made by a majority vote. Choosing corrupt or incompetent judges will mean the court is fated to fail, while the choice of wise, cautious, and fair personalities will mean domestic peace and tranquility. After 20 years the replacements will be chosen universally among the member states from a list submitted by the community of jurists, with very small member states with populations below ten million will have one vote each. Nations with populations up to one hundred million will have two votes and nations with over one hundred million will have three votes. Nations with over three hundred million souls will have four votes. Bribes paid to influence the vote will disqualify the parties involved from participation for ten years time. Judges serve for life and may be removed by a unanimous vote of their peers on the court or by a three fourths majority (75%) vote of member states. All deliberations, opinions, and votes will be made public in writing within a reasonable period of their completion. Rash or unjust use of military force will result in a breakdown of the international force and refusal of member nations to participate.
Human Constructs Fail: Evil men will still rule nations but their actions will be constrained by the possible consequences of judgments by the court of violations of law such as waging aggressive war, and being the recipients of personal legal sanction, economic penalty, and limited military action. It is certain that member nations will be tested from time to time. People act in their own self interest so it is only when leaders and citizens believe that these cooperative agreements and joint projects pay dividends to them personally will they be enthusiastic signatories to these agreements and initiatives. All human constructs are artificial and thus prone to failure, but if the use of force is made in a limited and conservative manner on a case by case basis and is neither too ambitious in application nor too hesitant as to be perceived as ineffective, then these agreements will over time have the desired effect of greater international peace and prosperity without creating a world super state, while preserving the rights of individuals and individual nations to self rule and self determination. The basic political unit of expression and action is the individual and not the state. The desired function of the world court is to harmonize and pacify relations between nation states and mediate conflicts. The court will ideally protect the rights of vulnerable individuals from the abuse of state power by national leaders. The potential targets of legal action by the court are the criminal leaders and leadership of nations. Dictators by definition engage in the violation of human rights and will gradually be made less viable in a new political environment created by the court. Captive populations will vote for freedom and humanitarian aid. Free and fair elections potentially provide a continuous change in leadership according to the wish of the people and make armed revolt and civil war unnecessary. The use of state power to subjugate the individual and by extension subjugate entire national populations and enslave or murder them has become more easy with the increasing power of technology in the 21st Century. A mechanism to curtail this power and stop hundreds of millions of innocent civilians from being murdered for political and economic gain is necessary. It is hoped that the crimes of the previous hundred years will not be repeated and that an international court will be able to stabilize and harmonize the world community without creating divisions among member nations or creating an all powerful world government that could itself be used as a means of political and economic subjugation. The use of legal sanction, limited force, and plebiscite have the potential to slowly transform the family of nations in terms of their economic, social, and political development. The creation of a collective defense paradigm and the end of the world wide arms race make it possible to displace military spending as the driving economic and political force among nations. The first ten years will witness the rise of collective security, a world court, international control of nuclear energy, nuclear weapons reductions, and the beginning of a humanitarian and scientific initiative on the path to end disease and hunger, and preserve the planetary ecology.
One More Thing: The glaring problem of instigating new governments in developing countries runs head long into the previous paradigm. International debt was engineered as a means of controlling developing nations and trading their mineral wealth for payment on the interest of debts that were created by giving loans of incredible size to dictators in the 70's and 80's that were never meant to be paid back. Instead of controlling the world with occupation armies and colonial possessions held in military bondage, developed nations used eternal debt as a means of forever holding subject nations in a kind of perpetual slavery through debt. The mineral wealth of these nations was extracted by installing a friendly regime and giving them enormous bribes in exchange for exclusive rights for looting the wealth of the nation. The debtor nations could never hope to pay back the principle and in effect used their renewable and nonrenewable resources in trade to pay the interest. Whenever they were in danger of defaulting the IMF would step in and give them a loan in return for tightening their belts, which is a euphemism for starving their children and elderly. The vested interests who hold the debt of the developing nations as well as the multinational defense contractors represent a vested interest of very wealthy and powerful interests who will have to be in effect bought off in order to move forward. In addition the international mining interests who have a huge stake in the nonrenewable resources of developing countries will also have to be given a consideration for their existing contracts and considerable investments in foreign operations. It is possible to coerce the defense contractors by giving them contracts on a cost plus basis to switch to development type contracts to build a public health infrastructure and agricultural infrastructure and other trappings of nation building. The international mining interests must be given assurances that their existing contracts in developing nations will not be voided and that they will have access to these resources for the foreseeable future. If any attempt is made to run the defense contractors out of business or to cut off the mining interests from their access to the resources of developing nations it is highly doubtful that the humanitarian and scientific initiative will succeed. The defense contractors will probably accept a development package for individual nations on the basis of cost plus 15%. Mining corporations have had a much better deal and they will probably have to be given an exclusive right for decades to mine all the natural resources of a given country they have sunk costs into in exchange for a smaller return on their investment. These kinds of bargains will be necessary to avoid political battles that cannot be won with entrenched interests. The important thing is to secure the long term peace and prosperity for developing and developed nations. The equitable division and management of renewable resources will also be a part of any contract between the international community and developing nations. The area near the equator holds 50% of all known species of plants, animals, insects, etc and these should be preserved by direct transfer payments of 15 billion a year or some similar sum. This large sum will secure the forests that function as the lungs of the planet and most known life forms. Renewable resources such as timber, wild game, and fishing rights will be managed in order to maximize the yearly harvest into perpetuity. This means resources will be managed to last forever and to allow people to harvest the optimum amount per year. These quotas will be determined by biologists and will take into account the need to maximize wild life diversity as well. In other words fishing interests will take the maximum possible without destroying the resource or the wild life who share the resource. Example: Cod harvests might be optimal at 15% of the yearly population, or 5 million tons, taking into account the 2 million tons eaten by other species. Thus the cod populations do not decline radically from year to year and fishermen and other species are all in a state of equilibrium. It is human nature to harvest a nonrenewable resource until it collapses or goes extinct and this can no longer be allowed to proceed unchecked. Optimizing resources and sharing them in an equitable manner will be adjudicated by the court or it's designated representatives who are experts in the field. The nations who share the harvests or the nation that harvests resources within it's borders will ratify the targets and methods of harvesting. Disputes between nations or within national borders may be brought before the court. Those who break the agreements are liable to sanctions both economic and criminal before the court.
